About this file

This addendum to Request for Bid AG-2020-23 is issued by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) for the procurement of printed bulk milk tank inspection decals. The decals are specified as 3.75" x 2.5" in size, produced on red vinyl (4 mil) with permanent adhesive and split backer, with black ink and a clear coat laminate finish. DATCP does not guarantee purchase of any specific quantity or dollar amount, and bids requiring minimum order quantities will be rejected. Proposals must be sealed and submitted to DATCP's Finance Section, Attention Mary Hensler, at 2811 Agriculture Drive, PO Box 8911, Madison, WI 53708-8911, no later than March 31, 2020 at 2:00 P.M. Central Time. Bid openings are public, and bids shall remain firm for acceptance for sixty days from the date of bid opening unless otherwise noted.

Addendum 1 addresses bidder inquiries regarding material specifications and clarifies that the print specifications have been revised to accommodate alternative materials. Specifically, the addendum confirms acceptance of Oracal 651 calendared vinyl material as a substitute for the originally specified 4 mil red vinyl, with the color specified as RED PMS 186. The addendum notes that the material substitution was made in response to bidder concerns regarding outdoor durability specifications and material availability. Regarding the clear coat laminate finish, bidders are permitted to propose either a printed ink clear coat or vinyl overlaminate, with the printed ink clear coat noted as the least costly option. Responses to bidder questions have been posted to VendorNet, the state's procurement platform. Contact person Mary Hensler (608-224-4752) is available for further information.

Additional Information:

Q1. What additional details are you willing to provide, if any, beyond what is stated in bid documents concerning how you will identify the winning bid?

A1. You would need to provide the specific item or question that you need additional information on.

Q2. Was this bid posted to the nationwide free bid notification website at www.mygovwatch.com?

A2. No.

Q3. Other than your own website, where was this bid posted?

A3. No, only on VendorNet.

Q4. Please let us know whether you have received this email, and when and how answers will be provided.

A4. Email received. Answers will be posted to VendorNet.

Q5. The base vinyl material specified is not an available material (4 mil red vinyl) and if it was available you would not want to use it for this application, the thicker the vinyl, the lower quality it is, it would not meet your specifications of 2 year outdoor durability. Would you allow Oracal 651 material? I have attached the data sheet for this material. It is kind of the industry standard for colored, calendared vinyl and meets your specifications.

A5. Print specifications have been revised.

Q6. If you will allow the material specified (Oracal 651) do you have a preference for the shade of red? The color choices are attached as well.

A6. RED PMS 186

3. For the “Clear Coat laminate”, would you like that to be a printed ink clear coat or a vinyl overlaminate? The ink clear coat would be the least costly but yet perfectly effective option.
