About this file

The document is a Comment Resolution Matrix for an Air Force TENCAP IT Services 8(a) contract opportunity, providing clarifications and updates to the original Request for Proposal (RFP). The solicitation is a set-aside for SBA 8(a) Business Development Program contractors, seeking IT services to support systems, networks, exercises, and developmental missions within the TENCAP work center, including systems engineering, computer systems support, IT engineering, hardware maintenance, video teleconferencing, communications security, and audio/visual services.

Key details include a 9-month base period with three 12-month option periods (total 45 months), proposal submission deadline of 4:00 PM EDT on 13 June 2025, and specific proposal requirements. The government offers flexibility in proposal formatting, with a 40-page technical volume limitation, excluding past performance examples, staffing plan details, and the AD HOC Pricing Model. Proposals can be submitted via DoD Safe or email, and the government is seeking relevant and recent past performance examples without a set number requirement. The contract will be executed by the Department of the Air Force Materiel Command Lifecycle Management Center.

AF TENCAP IT Services Question Matrix Volume 4 - This will be the last Comment Resolution Matrix provided by the Government. To the extent that the answers within this CRM conflict with any other documents provided within the RFP, the answers contained within this document take precedence over all of previous CRMs and the RFP letter. The Revised PWS and the Evaluation Criteria take precedence over this document with the execption of any clarifications this document may provide on the PWS and Evaluation Criteria. The Government has sought to simplify and streamline this effort, any changes made from the original RFP documentation have been made to clarify and / or simplify the asks made of any prospective 8(a) Offeror. The Government wishes to provide prospective 8(a) offerors with flexibility in how their proposals are formatted.
DocumentSection #Pg #QuestionAnswer
Evaluation CriteriaBased on the updated evaluation criteria, the government now requires offerors to submit Past Performance examples. We assume these are excluded from the 40-page limitation. Can the government please confirm? The intent of the Government with the proposal volume organization / formatting is to provide maximum flexibility to contractors to respond while also managing the volume of material that the Government will have to review. The Government team that will be reviewing proposals is small and tasked with many other unrelated projects, and the page limit was set with that in mind. The Government feels as though 40 pages should be sufficient to demonstrate from a technical perspective that a contractor can perform the re-quirements. The Government is asking for past performance data to be included in the technical volume.
Past Performance ClarificationCould the government clarify how many Past Performance references are required, the timeframe within which they must have been completed, and any other relevant details? The Government is not requiring a set number of examples of past performance. The Government only asks that any past performance examples be relevant and recent.
Staffing Plan ClarificationSince the staffing plan now requires submission of LCAT experience, education, and certifications, we assume this information is also excluded from the 40-page limitation. Can the government please confirm? The Government confirms. The staffing plan is exempt from the 40 page limitation.
Proposal Due Date ClarificationConsidering the additional changes, updated evaluation criteria, and the short turnaround time, can the government please extend the proposal due date by a week? The Government intends to extend the proposal submission date by one week. The new due date will be 4:00PM EDT on 13 June 2025.
Pricing Information ClarificationWould it be appropriate for the Technical volume to include pricing-related details such as the BOE, BOM, GCS, and AOR, given that these elements are already present in the Cost/Price volume and directly impact the Technical volume’s page count limit? As long as the pricing is clearly laid out in the Cost/ Price volume (the AD HOC Pricing Excel Model), then that information can be housed solely within the cost/price volume. The Government is trying to provide maximum flexibility for small business contractors to format and submit their proposals but also control the volume of material to review due to the relatively small size of the Government team involved in this acquisition. The AD HOC Pricing Model is also exempt from the 40 page limitation on the technical volume.
DoD Safe Proposal Submission ClarificationSome vendors have expressed a reluctance to submit their porposals via DoD Safe. While DoD Safe remains the Government's preferred and requested means of proposal submission, if a vendor is uncomfortable submitting their proposal via DoD Safe, then they can submit their proposal via email directly to the PCO at jordan.poling@us.af.mil provided that there are no file size issues.
RFP Letter RevisedParagraph 6b.Provide a separate list of all Ground Rules, Assumptions, and Conditions of your offer. Do not include ground rules and assumptions in the BOEs.Would the government please provide clarification of what is meant by and required for this section? The Government is asking for a separate list of Ground Rule and Assumptions as well as Conditions. This merely means that we wish to see a clear separate list of any rules or as-sumptions that an offeror made as part of the basis for their proposal or any portion there-of, and any conditions which the offeror wishes to place upon the Government in order to accept its proposed offer.
RFP Letter RevisedParagraph 6d.d. Provide a staffing plan spreadsheet that also details the current security clearance of individuals identified in that plan.Would the government please provide clarification of what specifics are required for this section?Paragraph / Section 6d. of the revised RFP letter provides this detail. The Government is looking for a plan that shows how the offeror is going to staff this requirement in order to ensure successful performance as well as who the offeror plans to staff (including the clearance and qualifications of that person).
RFP Letter RevisedParagraph 7In addition, offerors can provide their responses to the Model Contract (Attachment # 3) in a separate
attachment or volume to their proposal.Would the government please provide clarification of what offerors need to respond to in Attachment 3 since it currently only includes DFARS and FARS clauses? The offerors are not required to respond to anything in attachment 3. The Government has given offerors the opportunity to make any suggested changes, updates, or responses to clause fill-ins to the model contract as part of their proposal as they see fit. Any such sug-gested edits or changes will be considered as part of negotiations if the offeror is chosen by the Government as the winner of the competition. Responses to the model contract will not count towards the page limitation for the technical volume.
PWSSection 3Section 3: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform information technology service desk support and engineering services as defined in this Performance Work Statement except for those items specified as Government-furnished property and services. What are the existing equipment, supplies, transportation, tools, materials currently on the contract that are contractor furnished items? At the outset of performance AF TENCAP will provide contractor personnel with the work station needed to begin performance. Should the need for additional equipment arise, the contractor will be expected to purchase and provide that equipment. AF TENCAP can provide support for the contractor in the form of aid in utilizing the required USG contracting vehicle for purchase of items.
PWSSection B2Section B2: General: The contractor must furnish all supplies, equipment, facilities and services required to perform work under this contract that are not specifically listed in this PWS.Please confirm that a non-government facility is not required. If a non-government facility is required, please provide there space requirements. All performance under this contract will take place at the AF TENCAP facilities. No other facility, including a non-government facility is required.
PWSSection 10.3The POP for this contract is one (1) 9-month base period with three (3) 12-month option periods (total of 45 months). How does this 9-month base period reconcile with the 1880 hours used for the base year, which assumes a full 12 month period? The 1880 figure provided is the FTE for an entire year. The pro-rated hours for the 9-month base would 1410.
PWSSection 10.3Does the government want to receive pricing that covers the transition-in period? If so, which labor categories does the government want priced? The Government only requests pricing on the tasks as outlined in the PWS.
