2. This requirement has been accepted by the U.S. Small Business Administration (SBA) into the 8(a) Business Development Program [8(a) BD program] as a competitive requirement. This acceptance was in accordance with Section 8(a) of the Small Business Act, 15 USC 637(a)(1), Federal Acquisition Regulation (FAR) Subpart 19.8, and the executed Partnership Agreement between the SBA and the U.S. Department of Defense (DoD). This effort has been assigned the SBA Requirement Number Req ID: YB1733953618T. SBA accepted this requirement under the North American Industrial Classification System (NAICS) Code of 541513.

3. This effort has been set-aside entirely for competition amongst eligible 8(a) BD program participants only. AFLCMC/WINK will not accept or evaluate proposals from, or make any contract award to, offerors that are not members of the 8(a) BD program. Prior to award of any contract that may result from this RFP, AFLCMC/WINK will get confirmation from the SBA that the apparent successful offeror is an eligible participant in the 8(a) BD program.
