The solicitation (AFTENCAP_25_IT_001) is a set-aside contract exclusively for SBA 8(a) Business Development Program contractors, seeking information technology services for the Air Force Tactical Exploitation of National Capabilities (TENCAP) work center. The contract will provide systems engineering, computer systems support, IT engineering, hardware operating systems, peripheral maintenance, video teleconferencing support, communications security, and audio/visual services.
Key details include a requirement for contractors to possess a top-secret facility clearance by the performance start date, with all work to be performed at AF TENCAP facilities in Colorado Springs, Colorado. The current contract is a task order (47QFWA22F0027) under the GSA STARS III contract, being replaced by this new standalone 8(a) contract. The annual requirement is 22,560 hours, with 1,880 hours considered a Full-Time Equivalent. Proposals must be submitted via DoD SAFE, with each volume uploaded as a separate file, and past performance from non-DoD or commercial sources will be considered if relevant and recent.

| AF TENCAP IT Services Question Matrix Volume 1 | |||||
| Document | Section # | Pg # | Question | Answer | |
| AF TENCAP IT Services 2.0_RFP Letter | The instructions mention email submission via DoD SAFE. Can the Government confirm whether multiple volumes should be uploaded as separate files or as a single consolidated file? | ||||
| The Government prefers that each volume be uploaded as an individual file in the DoD Safe Drop-off for ease of review and evaluation. | |||||
| AF TENCAP IT Services 2.0_RFP Letter | Are there specific volume headings or templates that offer detailed guidance on what should be included in each volume (e.g., Technical, Past Performance, Price), especially for consistency in evaluation? | There are not any specific volume templates. The Government only requests that each proposal fully address each element of the PWS within the stated page limitations. The Government only requests that each volume be clearly identified by a header. | |||
| AF TENCAP IT Services 2.0_RFP Letter | Will the Government consider non-DoD or commercial past performance that is similar in scope and complexity to the PWS? | As long as the past performance is relevant and recent, the Government will take it into consideration. | |||
| General | 4.1.1 | Can the Government provide details on the incumbent contractor and current contract number, if applicable, to support price realism and transition planning? | The current contract is Task Order 47QFWA22F0027 issued under the GSA STARS III contract vehicle. | ||
| General | Will the Government provide a template or preferred structure for the Excel pricing model to ensure consistency across submissions? | There is not a standard excel pricing model. The Government has only requested a pricing proposal prepared in accordance with FAR 15.408 Table 15-2 including BOEs, a BOM, Grand Cost Summary, Application of Rates, and WBS. | |||
| Attch 1_AF TENCAP IT Services 2.0_ PWS | C4 | 44 | Section B2 of the PWS states that the contractor must possess and maintain a TOP SECRET facility clearance, while Section C4 states more generally that a facility security clearance is required, without specifying the level. Can the Government please clarify whether a a SECRET facility clearance is acceptable at the time of proposal submission as long as the contractor possess TOP SECRET facility clearance by the contract award day. | Please see the general facility clearance clarification on line 17 below. | |
| Attch+1_AF+TENCAP+IT+Services+2.0_+PWS | 10.4 | 30 | Does Government needs the contractor to arrange alternate work locations within a specific distance from the Government work locations so the contractor personnel can work any time the Government is required to close their offices. | All work under this contract will be performed at the AF TENCAP facilities. In the event the office is closed for holidays, inclement weather, or an emergency situation, contractor personnel will not be working that day. | |
| AF TENCAP IT Services 2.0_RFP Letter | 10.4 | 30 | Historically, how frequently does the surge periods happens in a year and usually how long are the surge periods? | Very infrequently, this has only been required in cases of unforeseen outages with complex repairs required or network accreditation challenges. | |
| General | What is the estimated value of this contract ? | At this time the Government is unwilling to share its internal estimates for the value of this contract. | |||
| General | This requirement as a task order under GSA STARS III, specifically Task Order No. 47QFWA22F0027. However, the opportunity is also being advertised on SAM.gov as an 8(a) set-aside. Can the Government clarify whether this is a new competitive task order solicitation under STARS III, a direct 8(a) sole source or set-aside, or a different acquisition strategy altogether? Clarification is requested to ensure proper eligibility and proposal response. | This requirement has been set aside for 8(a) contractors. It is an open competition amongst all eligible 8(a) contractors. It will not be a task order on GSA STARS III; it will be a new standalone contract. | |||
| General | Does Government wants to keep any existing resources from the current contract by moving them over under the new contractor? | The Government does not have any official position on how an offeror chooses to perform staffing so long as the individuals possess the requisite qualifications. | |||
| PWS | 5.3 | 20 | The RFP considers 1880 hours as a Full Time Equivalent. | See Directly Below | |
| PWS | 5.3 | 20 | "The table in Section 5.3 shows a total of 22,560 hours per year as the requirement for this effort. However, that appears to incongruent with the current spending on the current effort (8(a) STARS III Task Order 47QFWA22F0027 under New Generation Solution). USASpending and FPDS both shown about $1.5M per year for the current Task Order, which is an average fully-burdened rate of only $66.49 per FTE - an unrealistic number for the skill sets and labor categories for this effort. |
Question 2a: What is the current AF TENCAP contract average burn rate
| Question 2b: What number of annual hours are required for the incumbent to provide per year? Question 2c: Does the new amount of 22,560 hours per year reflect a significant increase in the number of hours per year? " | At this time the Government is unwilling to provide the requested numbers. This requirement has been updated from the existing contract, which has driven a change in the hours per year figure and some required positions. The Government does not think the requested information is necessary for proposal preparation. | |||
| General | Facility Clearance Clarification | Any reference to a facility clearance contained within this RFP package pertains only to the company wide clearance held by prospective proposing 8(a) contractors. Contractors must hold a top-secret facility clearance at the time of the beginning of the period of performance in order for their personnel to be sponsored by AF TENCAP for SCI clearances. The specific personnel being sponsored for SCI will need to be owned by the contractor within the DISS system. This means that all personnel entering into the AF TENCAP facility will need to be associated with a contractor that possesses the proper facility clearance. Contractors will not need their own SCIF or classified facility to be considered for award. Contractors will not need access to any other SCIF or classified facility besides the AF TENCAP facility to be considered for award. Classified materials will only be accessed at the AF TENCAP facilities in Colorado Springs, Colorado. Any work of a classified nature will only be done at the AF TENCAP facilities. |
