MEMORANDUM FOR: Federal Business Opportunities (FedBizOps) Contractors

SUBJECT: Request for Proposal (RFP), Gulfstream Flight Attendant Egress Simulation Training

(FAEST), FA4452-18-R-0022, HQ AMC AMC/A3TA.

1. This is a RFP for subject project to be awarded on a Full and Open basis pursuant to Federal Acquisition

Regulation (FAR) 13 ordering procedures, the terms and conditions of the Gulfstream FAEST, and the specific requirements outlined in this request with attachments. The Performance Work Statement (PWS)

(Attachment 1) details the effort to be accomplished. The North American Industry Classification System

(NAICS) for this acquisition is 611519, small business size standard of $15,000,000.00. The resulting contract will have a one year base period, and four option periods. The anticipated period of performance is

Jan 2018– 31 Dec 2022.

2. No site visit/preproposal conference will be held.

3. By submitting a response to the RFP, the contractor accedes to all RFP requirements including: terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors and subfactors. The contractor shall clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

4. The contractor shall identify any conflict of interest or appearance issues which may be a potential

Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented. OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.

5. Applicable provisions and clauses (Attachment 4) specific to this RFP, are provided for preparation of a submission.

6. Your proposal must include a cover letter stating a proposal acceptance period of at least 120 days.

Proposals offering less than 120 days acceptance period will be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, and a specific point of contact

(POC).

A response to this request shall consist of:

a. Technical submission (limited to 10 pages, not to include Syllabus, Training Plan, and contractor Quality

Control Plan)

b. Pricing Submission (no page limit)

c. Completed RFP Information Sheet (Attachment 5)

d. CD containing Virtual Tour of Simulator

Failure to provide the items listed above may render your submission incomplete. Incomplete submissions may not be evaluated.

Page and Size Format- A page is defined as each face of a sheet of paper containing information. When both sides of a sheet displays printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single spaced and the text size shall be no less than 12 point. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume.

Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. For tables, charts, graphs and figures, the text shall be no smaller than 10 point.

7. Complete submissions will be evaluated IAW provision 52.212-2, as provided in Provisions and Clauses

(Attachment 4).

8. Quality Control Plan. The Contractor’s quality processes included in the TO submission will be incorporated by reference into the Quality Assurance Surveillance Plan (QASP) (Attachment 3) at the time of award.

9. Questions and Answers / Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist

(CS) at gloria.hoybach@us.af.mil AND Contracting Officer (CO)at sarah.myers@us.af.mil by 12:00 PM

(Central Standard Time (CST)), (Friday 25 August 2017). Questions will be consolidated and responses will be forwarded to all Contractors. Further questions may not be addressed on this project after this date.

Contractors shall address any assumptions and proposed exceptions to the CO in their proposal.

9. This RFP is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award an order in response to this RFP. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the

Contracting Officer with appropriate consideration established.

10. Proposals are due by 2:00 PM (CST on 08 Sep 2017). Submit proposals submissions electronically to the email box of gloria.hoybach@us.af.mil, sarah.myers.3@us.af.mil and submit an identical electronic copy of the simulator virtual tour on a CD NLT 08 Sep 2017, 2:00 pm (CST). The outside of the CD or the CD jacket must be labeled. The electronic copies of the submission shall be submitted in a format readable by Microsoft (MS) Office 2010 suite of applications.

All electronic submissions shall reference the complete RFP number in the subject line. LATE PROPOSALS
