Q&A’s Gulfsteam FAEST FA4452-18-R-0022

1. Can the Air Force kindly define the difference between a training syllabus and a training plan?

Reply:

Stated in 52.212-2 Evaluation of Commercial Items (Oct 2014)

Factor 1: Technical

Subfactor 1: Technical Approach

(ii) Syllabus and Training Plan: Submit a syllabus based on the Gulfstream

FAEST requirement. Submit a training plan for this requirement or provide a training plan example for services provided for a requirement of similar scope.

The government is requesting that a syllabus (a summary of topics to be covered and units to be taught for each subject) be developed specifically designed to meet the PWS of the Gulfstream

FAEST requirement that demonstrates the ability to develop a detailed Training Plan that meets the

PWS requirements in detail. The Training Plan submitted in the proposal does not have to be specifically designed for the PWS of the Gulfstream FAEST requirement and can be an example that demonstrates the contractor’s ability to develop a detailed training plan that will be specifically designed to meet the Gulfstream FAEST requirement. The training plan for Gulfsteam FAEST needs to be submitted NLT 15 days after award for approval, please refer to CDRL 001 in Attachment 2

2. In the PWS, 2.1.7.1 specifies American Red Cross for the CPR training. FlightSafety historically has always offered American Heart Association training, which is the training we are offering now to the AF on our current contract. Will this be acceptable?

Reply: PWS para 2.1.7.1 has been revised for clarity and allows for certification from either

American Red Cross or American Heart Association. An amendment will be posted with the undated PWS.

3. Since we are limited to only 10 pages for the technical proposal, can we incorporate all of our equipment, to include not only our simulators but all emergency equipment such as

PBE's, AED's, Life Rafts, pool, hand ax, etc onto the CD containing the Virtual Tour?

The goal is to reduce pictures sent in our technical proposal so we can have everything on the CD Virtual Tour disc.

Reply: The instructions in the RFP letter have been updated per RFP amendment 1 to reflect the following:

6a. Technical submission (limited to 10 pages, not to include Syllabus, Training Plan, contractor

Quality Control Plan, visuals of plug type doors and Pool/Ditch training facilities/equipment. )

6d. CD containing Virtual Tour of Simulator (visuals of plug type doors and Pool/Ditch training facilities/equipment can either be added to virtual CD or provided in separate photos)
