Gulfstream Flight Attaendant Egress Simulator Training

The 763rd Specialized Contracting Squadron (763 SCONS) is seeking sources for

GulfstreamFlight Attendant Egress Simulator Training (FAEST) for AMC A3/A3T

Aircrew Operation and Training Division.

INTRODUCTION:

This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged

Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small

Businesses and Woman Owned Small Business) to provide the required products and/or services.

The 763rd SCONS is seeking information for potential sources for Operational Support

Airlift and Executive Airlift (OSA/EA). The OSA/EA mission provides transportation to high-level government employees and DoD officials utilizing a fleet composed of military derivatives of the Gulfstream fleet. The main objective is to provide flight attendant training for Gulfstream C-20B and C-20H (Gulfstream III), C-37A (Gulfstream

IV and V), and G550 (Gulfstream C-37B) to USAF flight attendants to ensure the ability to safely egress passengers from an aircraft in an emergency situation.

CONTRACT/PROGRAM BACKGROUND:

Method of previous acquisition: Full and Open competition

Description of the current program/effort: This contract, FA4452-13-D-0003 is currently in support of both Boeing and Gulfsteam flight attendant egress simulator training for Boeing C-32A (757), VC-25 (747) and E-4B (747) and Gulfsteam C-

20B/H (Gulfstream III&VI), C-37A ( Gulfsteam V), C-37B(Gulfstream 550) to

USAF flight attendants to ensure the ability to safely egress passengers from an aircraft in an emergency situation.

List Anticipated Time Frame: This contract expires 01 Jan 2017

This requirement includes one functional task: To provide flight attendant egress simulator training

The new requirement will only include the Gulfstream Fight Attendant Egress Simulator

Training requirement for Gulfstream C-20B and C-20H (Gulfstream III), C-37A

(Gulfstream IV and V), and G550 (Gulfstream C-37B)FA4452-13-D-0003

Please note that Boeing flight attendant egress simulator training that is currently present in FA4452-13-D-0003, will not be included as a requirement.

REQUIRED CAPABILITIES: The Contractor shall develop a training plan to provide professional in-depth classroom and aircraft egress simulator training on USAF aircraft, Gulfstream C-20B and C-20H (Gulfstream III), C-37A (Gulfstream IV and V), and G550

(Gulfstream C-37B)in accordance with the GulfstreamCabin Operating Manual (COM) with particular focus on the flight attendant emergency procedures and emergency equipment . The contractor must base the training plan and the requirements of all tasks in 2.0 of the Performance Work Statement (PWS) on the Gulfstream COM for each aircraft Mission Designation Series (MDS). Each student, at the completion of flight attendant training shall posess the ability to perform all required flight attendant tasks when confronted with emergency conditions. The curriculum development will be derived from Gulfstream COM for each aircraft Mission Designation Series (MDS). The contractor will not be responsible for providing the Gulfstream COM for each aircraft

Mission Designation Series (MDS) to the individual students,he government will provide flight attendant emergency procedures manual to each student as a part of their professional equipment, and it will be hand-carried to egress training by the student from home-station. The contractor shall provide all other instructional materials, qualified personnel, equipment, tools, materials, supervision, and other items and services necessary to ensure USAF Flight attendant personnel are provided with professional aircraft egress simulator training.

Notice Draft PWS. You must identify the percentage of the task that your company can accomplish and include supporting information which demonstrates your capabilities to meet that percentage. Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks. A cross-reference matrix is requested which links the

Draft PWS task to the supporting information provided. Past performance information that is related to the tasks in the Draft PWS is requested if available.

SPECIAL REQUIREMENTS:

-The simulator aircraft cabin must have equivalent sized fuselage; exit door(s); interior cabin, and emergency equipment that functions in a manner that flight attendants experience while operating on actual aircraft used by the USAF, Gulfstream C-20B and

C-20H (Gulfstream III), C-37A (Gulfstream IV and V), and G550 (Gulfstream C-37B).

- Contractor shall provide Fire-Fighting/Smoke training in a fuselage/cabin fire trainer that simulates an enclosed aircraft environment, and includes aircraft egress points that simulate actual aircraft exits in locations and operation.

-Simulator must have Gulfstream C-20B and C-20H (Gulfstream III), C-37A (Gulfstream

IV and V), and G550 (Gulfstream C-37B)plug-type door for training.

- Contractor shall provide Water Survival/Ditching training in an pool that simulates an ocean or water based environment. This training shall concentrate on basic life-saving, survival procedures and operation of emergency equipment including applicable aircraft life rafts and slides.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 611519, with the corresponding size standard of 15,000,000.

To assist 763 SCONS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.

This includes responses from qualified and capable Small Businesses, Small

Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.

Responses must demonstrate the company’s ability to perform in accordance with the

Limitations on Subcontracting clause (FAR 52.219-14).

SUBMISSION DETAILS:

Responses should include (Total submission should not exceed 15 pages):

1) Business name and address;

2) Name of company representative, business title and email;

3) Large or Small Business Size and Type of Small Business (if applicable);

4) Cage Code;

5) DUNS Number;

6) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service

Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply

Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.)
