About this file

The City of Tucson has issued a Request for Qualifications (RFQ) No. 230209 for Affordable Housing Solar Projects, seeking a qualified Solar Contractor to provide design and construction services for solar panel installations at various residential properties. The project, funded through ARPA (American Rescue Plan Act) funds, involves a two-step selection process where firms will first submit Statements of Qualifications (SOQs), with the top three ranked firms invited to submit detailed proposals. The RFQ was published on January 30, 2024, with submittals due on Thursday, February 22, 2024, at 2:00 pm local Arizona time. A pre-submittal conference is scheduled for February 13, 2024, at 10:00 am, to be held virtually. The estimated project cost is $300,000, and the contractor will be responsible for site assessments, structural evaluations, solar design, equipment installation, monitor setup, permitting, and warranty services.

The evaluation of submissions will be conducted using a points-based system across three main criteria: Qualifications and Experience (50 points), Method of Approach (40 points), and Relevant Design Experience with Residential Solar Projects (10 points). Contractors will need to demonstrate expertise in solar panel design, installation, and construction for residential facilities, with a focus on minimizing disruption to ongoing operations. The City requires the solar installations to be 4 KW per site, though the final installation size may be adjusted based on individual site assessments. The selected contractor must comply with various requirements, including Davis-Bacon wage standards, Disadvantaged Business Enterprise (DBE) program provisions, and specific City of Tucson standards for design, construction, and project management.
