About this file
This is a Scope of Work document for the Colorado state contract opportunity LCC 26-9, which involves replacing the natural gas line serving the Bowman and Trustees Buildings. The project requires the contractor to remove the existing natural gas distribution line and install a new natural gas piping system to both buildings, including all necessary connections, testing, and commissioning. The scope encompasses site preparation, excavation, pipe installation, pressure testing, and system startup to ensure safe and compliant natural gas delivery to both facilities. Specific response dates, site visit schedules, and bidder conference information should be referenced in the associated solicitation documents, as are contract award dates and the initial term with any renewal options.
Pricing for this project will be structured according to Colorado state contracting requirements, with cost proposals evaluated alongside technical qualifications. Any applicable set-asides for small businesses, women-owned businesses, or other designated categories should be confirmed in the solicitation. The funding source and budget allocation for this infrastructure replacement project are established through the state's capital improvement or facilities maintenance appropriations. Contractors must demonstrate experience with natural gas line replacement projects, appropriate licensing, and compliance with all applicable plumbing and gas codes, safety regulations, and industry standards for this type of utility infrastructure work.

PROJECT OVERVIEW
Lamar Community College is 1 of 13 Community Colleges that are a part of the Colorado Community College System. Lamar Community College is located near Kansas and Oklahoma borders in Southeast Colorado. LCC campus consists of 109 acres adjacent to Willow Creek.
The State of Colorado, Lamar Community College is soliciting bids from qualified contractors for the Bowman & Trustees Gas Line Replacement project.
Scope of Services
Bowman and Trustees buildings were originally constructed in the late 1960’s. No records of the original gas line installation exist; however some minimal drawings are available. Last year LCC utilized the Office of the State Architect to secure funds for emergency repairs. Those repairs included replacing approximately 40 linier feet of 4” gas line and fittings. The quality of the old pipe was noted to be corroded with multiple pin holes throughout the pipe. It was recommended at that time to replace the entire gas line under Control Maintenance funding. Due to significant infrastructure challenges, LCC would like to pursue directional bore installation in most of the area. Infrastructure in this area consists of fiber optic lines, sewer lines, electrical lines, and water lines including a 14” City water main. Please see detailed construction drawings and specifications for this installation.
The scope of services will include full Construction Contracting Services for the project specified during the process of construction and warranty period to the State as per the Advertisement for Bid. Specific tasks to be performed by the Contractor include those generally performed by the construction community where the Contractor is the prime vendor to the State. Bidders shall reference the drawings, specifications, and supporting documents in the Appendices for an understanding of the entire scope of the project.
Per C.R.S. §38-26-106, if a contract amounts to $150,000 or more, the awarded contractor shall provide payment and performance bonds not less than 50% of the value of the contract. The costs associated with this bond are to be included in the contractor’s bid.
