About this file

This document is a Market Research Survey for Air Force Integrated Warfighter Organizational Layers (IWOL) Jackets issued by the Defense Logistics Agency (DLA) Troop Support Clothing and Textiles. The survey seeks industry input on manufacturing two types of fire-resistant jackets: Sage Green (PGC: 00086) and Operational Camouflage Pattern (OCP) (PGC: 00120). The procurement covers a 60-month ordering period with five 12-month tiers, with estimated quantities ranging from 1,440-7,200 Sage Green jackets annually and 0-410 OCP jackets annually, with maximum total contract quantities of 31,800 and 2,050 jackets respectively.

Key survey requirements include assessing manufacturing capabilities, pricing, delivery timelines, and potential production constraints. Vendors must provide details on business size, potential subcontracting, economic production quantities, unit pricing for each tier, labor and material ratios, and compliance with Berry Amendment restrictions on foreign content. Responses are due by 5:00 PM EST on December 3rd, 2024, to timothy.glaccum@dla.mil, with an initial production lead time of 240 calendar days after award and a first article testing period of 30 calendar days. The DLA anticipates issuing a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract following this market research.
