NETCOM owns and manages the Non-classified Internet Protocol Router Network (NIPR) and Secure Internet Protocol Router (SIPR) Enterprise Service Management Systems (ESMS) and are currently providing Incident Management, Knowledge Management, Change Management, in support of ARCYBER, NETCOM, Signal Commands, Brigades, Regional Cyber Centers (RCCs), Network Enterprise Centers (NECs), and the Army Enterprise Service Desk (AESD). The Army has published and is implementing an Army Enterprise Service Management Framework (AESMF), based upon the Department of Defense Enterprise Service Management Framework (DESMF). The current versions of DESMF and AESMF, with minor exceptions, are structured along ITIL v3 service lifecycle stages and processes.
The Army also obtains ITSM Software as a Service (SaaS) capabilities for enterprise services for Army Knowledge Online (AKO) and Defense Information Systems Agency’s (DISA’s) Enterprise email.
The Government will replace these legacy ITSM services with the ITSM subscription service provided by the Offeror.
