About this file

This Addendum 2 Questions and Answers document is issued by the Illinois Department of Innovation and Technology (DoIT) in response to prospective bidders' inquiries regarding the Adobe Licensing Invitation for Bid (BidBuy Bid #27-448DOIT-ADMIN-B-54592). The procurement seeks Adobe software licenses and related maintenance services for all DoIT products under a five-year fixed-quantity agreement with a contract term running from December 23, 2026 through December 22, 2031. The current incumbent vendor is CDW-G, whose licenses expire December 22, 2026 under reference number 25-448DOIT-INFOT-P-79443:8. Bidders must submit questions seven days prior to the bid opening on November 2, 2026, and acknowledge receipt of this addendum in accordance with the IFB Section A.6. All other terms and conditions of the original IFB, issued October 19, 2026, remain unchanged except as amended by this addendum.

Key clarifications provided in this addendum address critical contract administration matters: both Items 14 and 15 for AEM DEV/QA SKU must be priced separately despite identical specifications and quantities; Adobe's manufacturer-managed security controls and documentation may satisfy Cloud Hosting Appendix and Minimum Logging Requirements if acceptable to the State of Illinois, with negotiation permitted prior to contract execution; response times for SLA notification fall to the reseller while resolution times are Adobe's responsibility, subject to pre-execution negotiation if discrepancies arise; a reference to Salesforce under Priority 1 is identified as a typographical error; the State will issue no annual purchase orders but will bill annually upon license delivery rather than implementing alternative payment structures; and the State will make a single award for the complete five-year requirement across all line items based on lowest overall price rather than multiple awards by product category.
