About this file

This Addendum 1 Questions and Answers document is issued by the Illinois Department of Innovation and Technology (DoIT) for the Adobe Licensing Invitation for Bid (IFB), BidBuy Bid #27-448DOIT-ADMIN-B-54592. The document amends the original IFB issued on October 19, 2026, and addresses prospective bidder questions regarding the procurement. The solicitation seeks qualified offerors to provide Adobe software licenses and related maintenance services for all DoIT products. The initial term of the resulting contract extends from December 23, 2026, through December 22, 2031, representing a five-year fixed-quantity agency-specific agreement. Questions from bidders were due seven days prior to bid opening, with bids due November 2, 2026. All deliverables are electronic with no physical goods required. The first question addressed in this addendum clarifies that this procurement is for a renewal of existing Adobe licenses rather than a new license acquisition, and directs bidders to contact the Adobe Account Director, Kelsey Martin, for information regarding the Adobe VIP account details.

Pricing for this contract will be firm and established through the BidBuy system, with no maximum contract amount specified. All bids must remain firm for 90 days from opening. The State reserves the right to receive prompt-payment discounts and warrants that vendor pricing will not exceed the lowest prices offered to comparable customers for similar quantities and conditions. Vendors must maintain authorized Adobe reseller status throughout the contract term and comply with comprehensive security, accessibility, and operational requirements, including NIST Special Publication 800-53 Revision 5 controls, WCAG 2.1 Level AA accessibility standards, AES-256 encryption, SOC 2 Type 2 audits, and one-hour response times for critical system-wide outages. General commercial liability insurance of $1 million per occurrence and $2 million annual aggregate is required. Contracts valued at $1,000 or more are subject to a $15 Minority Contractor Opportunity Initiative administrative fee, deducted from the vendor's first payment. The contract is contingent on appropriated funds and may be terminated for convenience with 30 days' notice or for cause immediately upon notice.
