About this file
This document is an addendum to an Invitation to Bid (ITB) issued by the Florida Department of Children and Families (DCF) for the NEFSH Reroof & Window Replacement project. The ITB includes 8 alternate bid items for the re-roofing of various buildings located at the Northeast Florida State Hospital in MacClenny, Florida. The addendum extends the response due date to February 8, 2024 and the anticipated contract start date to March 18, 2024. It also clarifies that thermally broken aluminum windows are required, with the option to submit data on alternate manufacturers for review. The ITB is seeking bids for the installation of a new commercial roof system and the removal and replacement of existing windows on 11 buildings at the Northeast Florida State Hospital.
The addendum also provides responses to vendor questions, including confirmation that vinyl windows meeting the specified requirements are still acceptable. The contract term is 180 days after the start of service, with the possibility of renewal in accordance with Florida statutes. Pricing terms, set asides, and funding sources are not explicitly detailed in the addendum, but would be included in the overall ITB documents.

PGT/CGI do not have a thermal break window as spec’d. Which leads to the following questions:
Are thermal break windows required?
If so, are alternate manufacturers acceptable?
The Kawneer and All Season thermal windows are a commercial grade and price point – is this the expectation?
Yes, thermally broken aluminum windows are required.
Product data for proposed alternate manufacturers shall be submitted for review as required by the Bidding documents.
Residential grade windows shall be provided.
2 Holley Development
You are now asking for all windows to be fully tempered? Is this correct? I would of course temper windows that require them. But, we do not normally temper them all.
All windows do not have to be tempered. Windows must be tempered where required by code.
3 Titan Contracting
Addenum one allows for vinyl windows as long as they meet the specifications of the Jeld-Wen Premium Atlantic Vinyl Series. With the change in window specs, is this still acceptable?
Yes, this is still acceptable.
