About this file
This document contains a series of Questions and Answers (Q&A) related to a Department of Defense contract at Naval Health Clinic Cherry Point, focusing on access, testing, and technical specifications for a water system project. The Q&A covers critical details including Defense Biometrics Identification System (DBIDS) access requirements, where contractors must complete background checks, provide identification, and obtain credentials for base access, with periodic screenings throughout the contract duration. Technical specifications include a reverse osmosis (RO) water loop with 100' total length, 300-gallon internal volume, PEX A piping materials, and three sampling ports located in the RO room and SPD dirty side.
The document outlines testing and operational parameters, with preferences for work to be conducted nights/weekends to minimize clinic disruption, and specific personal protective equipment (PPE) requirements for accessing certain areas. Testing expectations include emergency testing turnaround times (48 hours for bacteria, 96 hours for endotoxin), with timing starting at sample collection. Certification requirements include following AAMI ST108 standards, with a recommendation to provide system performance documentation and testing results. The contract appears to involve water system testing and maintenance at a naval medical facility, with strict access and operational protocols.

1. Funding & Contract Context
Question We understand the work is Department of Défense funded at Naval Health Clinic
Cherry Point. Can you confirm if there are any specific DoD, DHA, or Navy medical facility policies we must adhere to beyond the PWS?
Answer: Unaware of any additional requirements beyond the PWS for DSS piece.
Question: Are there any security clearance or base access requirements for onsite personnel (e.g., background checks, DBIDS passes, escort requirements)?
Answer: Clinic escort required. Installation access covered in paragraph 6 of the scope.
Obtain access to Navy and Marine Corps installations through participation in the Defense
Biometrics Identification System (DBIDS). Requirements for Contractor employee registration, and transition for employees currently under Navy Commercial Access Control System
(NCACS), are available at https://www.cnic.navy.mil/om/dbids.html. No fees are associated with obtaining a DBIDS credential.
Participation in the DBIDS is not mandatory, and Contractor personnel may apply for One-
Day Passes at the Base Visitor Control Office to access an installation.
Registration for DBIDS is available at https://www.cnic.navy.mil/Operations-and-
Management/Base-Support/DBIDS/. Procedure includes:
a. Present a letter or official award document (i.e. DD Form 1155 or SF 1442) from the
Contracting Officer that provides the purpose for access to the Base Visitor Control
Center representative.
b. Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
c. Provide completed SECNAV FORM 5512/1 to the Base Visitor Control Center representative to obtain a background check. This form is available for download at https://www.cnic.navy.mil/Operations-and-Management/Base-Support/DBIDS/.
d. Upon successful completion of the background check, the Government will complete the
DBIDS enrollment process, which includes Contractor employee photo, fingerprints, base restriction and several other assessments.
e. Upon successful completion of the enrollment process, the Contractor employee will be issued a DBIDS credential and will be allowed to proceed to worksite.
DBIDS ELIGIBILITY REQUIREMENTS
Throughout the length of the contract, the Contractor employee must continue to meet background screen standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a contractor employee becomes ineligible.
An adjudication process may be initiated when a background screen failure results in disqualification from participation in the DBIDS, and Contractor employee does not agree with the reason for disqualification. The Government is the final authority.
DBIDS NOTIFICATION REQUIREMENTS
Immediately report instances of lost or stolen badges to the Contracting Officer.
Immediately collect DBIDS credentials and notify the Contracting Officer in writing under the following circumstances:
1) An employee has departed the company without having properly returned or surrendered their DBIDS credentials.
2) There is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety or security of the Installation or anyone therein.
ONE-DAY PASSES
Personnel applying for One-Day passes at the Base Visitor Control Office are subject to daily mandatory vehicle inspection and will have limited access to the installation. The
Government is not responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.
2. Certifications & Standards
Question: Aside from OEM parts compliance noted in the PWS, are there any required or preferred certifications for contractors/subcontractors? Examples:
o AAMI ST108 or EN 285 compliance documentation o ISO 17025 laboratory accreditation for testing labs o OEM service certifications for RO/sterile processing systems o Navy-specific medical engineering credentials
Answer: Documentation of system performance would be appropriate. Testing results are a necessity. AAMI ST108 shall be followed, this was the basis of the scope.
Question: Would additional credentials (e.g., ASSE 6040 for water treatment specialists, CBET for biomedical technicians) be considered beneficial to our proposal evaluation?
Answer: Not aware of any requirements for these but would defer to Facilities recommendations.
3. System & Loop Specifications
Question: Can you provide RO/utility water loop specifications, including:
o Total loop length (ft/m); Answer: 100’ o Internal loop volume (gallons/liters); Answer: 300 Gallons o Pipe diameters; Answer: 1”, ¾””, ½” o Materials of construction (stainless steel, PEX, PVC, etc.); Answer: PEX A o Number and location of sample ports; Answer: 3 Sampling ports, 2 within the RO room and 1 in SPD dirty side at the sink faucet.
Question: Are any piping schematics or as-built drawings available for reference?
Answer: No accurate as-built drawings
Defer to facilities for specifications.
4. Testing & Reporting Expectations
Question: Please confirm the exact required testing parameters for:
o Utility water o RO (critical) water o Steam condensate
Answer: Section 3 of the PWS lists all required test, periodicity and testing locations.
Question: For emergency testing turnaround (48 hrs for bacteria, 96 hrs for endotoxin), does the clock start from sample collection or from lab receipt?
Answer: Starts at sample collection.
Question: May the subcontractor’s lab submit results directly to the government’s “RO Water
Test Results” distribution group, or must all reporting route through the prime contractor
(Dracor)?
Answer: I do not have any issues with receiving results directly, however the prime and/or gov’t contracting might.
5. Site & Access
Question: Are there restricted access periods or blackout dates when testing or maintenance cannot be performed?
Answer: Preference for work to be done so as not to impact SPD operations. Nights/Weekends are best. Most SPD work is complete by 1400 so work could start at 1500 during weekdays.
Work will need to be scheduled to minimize impact to all Clinic operations. With proper notification it may be possible to schedule maintenance during the normal workday.
Question: Are PPE requirements in certain clinic areas beyond standard safety gear (e.g., clean suits, sterile area entry protocols) detailed anywhere outside the PWS?
Answer: Appropriate attire (Scrubs/Bunny Suite, foot covers, hair cover) is required for access to the Dirty Side SPD water testing locations.
