About this file

This is Addendum 3 to a state and local contract opportunity issued by the State of Colorado (Project Number INS130) for replacing hail-damaged roofs at the McCandless VCLC AFB facility. The addendum clarifies specifications regarding roofing shingle materials, specifically addressing a bidder inquiry about substituting Owens Corning Class 3 and Class 4 shingles as alternatives to the originally specified TAMKO and GAF shingles.

The clarification establishes that while bidders may propose the originally specified shingles meeting the "Like Kind and Quality" (LKQ) standard—which matches the pre-existing roof conditions—any upgrade to higher-grade Class 4 hail-resistant shingles will not be covered by insurance. Bidders interested in proposing upgraded Class 4 shingles must obtain two separate quotes: one for the LKQ-compliant replacement shingles and one for the upgraded Class 4 option as an alternate. Payment will be made for the original LKQ shingles, with the bidder and project owner responsible for determining and covering the additional out-of-pocket cost differential if they elect to proceed with the upgraded shingle alternative.

Addendum 3 Notice Number: 2026000138 Project Number: INS130 Project Title: Replace Hail Damaged Roofs McCandless VCLC

Clarification to Addendum 2- questions #5:

5.Would we be able to upgrade to Owens Corning class 3 and class 4 shingles as an alternate to the TAMKO shingles, and GAF shingles specified? We would not be able to agree to the upgrade to the Class 4 hail resistant shingles. Insurance owes for Like Kind and Quality (LKQ) as to what was pre-existing, and the building did not have this high of a quality of pre-existing shingle. If you wanted to opt for the upgraded Class 4 shingle, that extra cost would be out of pocket for your office. We would ask that you obtain a quote for the LKQ repair shingle and then an add alternate quote for the upgraded Class 4 shingle. We would figure payment for the original LKQ shingle, then you would know what the extra out of pocket cost would be for the add alternate type if you choose to go with that.
