About this file
This is Addendum Three to an Invitation to Bid (RFB-116-25) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration for repair work on a concrete storage tank at Greenbo Lake State Resort Park in Greenup, Kentucky. The bid submission deadline has been moved to December 9, 2024 at 1:30 P.M. Eastern Time. The addendum includes a demolition survey report identifying hazardous materials that require special handling and disposal prior to demolition, including window glazing containing 3% chrysotile asbestos and various painted surfaces containing lead.
The demolition survey report details required abatement work estimated at $2,500 for asbestos removal from 14 window locations and $3,000 for OSHA lead compliance requirements. The report identifies multiple paint samples containing lead, with the highest concentration being 7.4% in yellow pipe paint. Contractors are required to submit notifications to Kentucky Division for Air Quality at least 10 working days before beginning abatement activities. The contractor will be responsible for repairing any damage to the existing road to the tank site after construction is complete, but will not be responsible for damages to roads within the state park.

GREENBO WATER TOWER DEMOLITION SURVEY Introduction
Executive Summary
Hazardous materials were identified that require special handling and disposal methods prior to renovation activities. Refer to the Discussion of Results Section for details and quantities of affected materials.
Revision Notes: This is the initial report dated December 15, 2023.
Introduction
David Trautwein, Commonwealth of Kentucky, requested that conduct a demolition survey at the Greenbo Lake State
Resort Park Water Tower Building at 965 Lodge Road, Greenup, KY. Mr. Trautwein reported that a demolition was planned and the Commonwealth of Kentucky desired inspection and testing to determine what hazardous materials may be present along with the quantity of each material. Michael McGonigle, of ASTI, conducted the site visit and sampling on December 1, 2023. ASTI was assisted onsite by Kyle Dean, Maintenance Supervisor.
A Note Regarding ASTI Survey Services: Note that there may be inaccessible interior building cavities, crawl spaces, etc. where asbestos and other hazardous materials could not be noted and quantified. There is a potential for asbestos and other hazardous materials to be discovered/uncovered during demolition. The owner should have contingency plans and budgeting that account for the possibility of finding additional asbestos materials or other hazardous materials during demolition. The information and recommendations in this report supersede all other communications.
Amendments and revisions to this report will be issued if required.
GREENBO WATER TOWER DEMOLITION SURVEY Sampling Protocol
Sampling Protocols
DEMOLITION SURVEY
In general, ASTI followed a building asbestos survey protocol as outlined in ASTM
International (ASTM) Document E2356-14, Standard Practice for Comprehensive
Building Asbestos Surveys and EPA’s AHERA sampling protocol (Asbestos-Containing
Materials in Schools). No previous survey information was available for review.
Sampling and testing were conducted as needed. Again, the stated purpose of the survey was to support planning for the intended demolition of the building.
PHOTOGRAPHS
Photographs were collected using the Nikon Coolpix S7000.
The S7000 model is a 16.0 Mega-pixel camera with a 20X optical digital zoom. It has a built-in flash and several features to enhance images in various shooting situations. The S7000 provides Nikon's latest advanced technologies including image processing so both still images and movies are rendered with fine detail and luminous clarity. Raw digital images are archived separately, with only copies of the original raw digital images processed as appropriate for clarity in the report.
GREENBO WATER TOWER DEMOLITION SURVEY Results
Discussion of Results
Air Source Technology, Inc. (ASTI) conducted a demolition survey of the water tower building on December 1, 2023. Note: Greater than 1% asbestos content is defined as asbestos-containing material (ACM) by the Environmental Protection Agency (EPA).
The following table summarizes the suspect asbestos samples collected and laboratory results:
Sample ID Description of Suspect ACM Asbestos Content
Water Tower Building
A-1A&B Top Floor/Window Glazing 3% Chrysotile
A-2A&B Exterior/Roofing Material None Detected
Summary of Asbestos-Containing Materials (ACM)
At this point, ASTI estimates the total of ACM affected by planned renovation activities to be as follows:
ACM/Location Estimated Quantity Estimated Removal
Cost
Window Glazing/14 window locations around the top level
Each window is approximately 4’ x 2.5’
$2,500
EPA requires removal of the window glazing prior to demolition.
The following table summarizes the representative paint samples collected and laboratory results:
Sample ID Location/Description of Paint Lead Content %
Water Tower Building
P-1 Gray Foundation <0.0043
P-2 White Wall 0.0077
P-3 Gray Floor <0.0040
P-4 Gray Door & Frame 0.0087
P-5 White Tank 0.32
P-6 Green Pipe 0.44
P-7 Black Stairs 0.015
P-8 Yellow Pipe 7.4
P-9 Red Pipe 0.48
Note: Greater than 0.5% lead content is defined as lead based paint by the Environmental Protection Agency (EPA). OSHA does not define lead paint based on content. Any detectable lead in a paint makes it lead paint for purposes of complying with OSHA regulations to determine worker exposure.
GREENBO WATER TOWER DEMOLITION SURVEY Results
Summary of Lead Paint Requirements
For purposes of disposal of lead paint during demolition projects, EPA does not require testing or special disposal because of the dilution factor of the substrates (wood, metal, concrete, concrete block, etc.). For purposes of renovation/demolition, OSHA does not define lead paint based on content. Any detectable lead in a paint makes it lead paint for purposes of complying with OSHA regulations to determine worker exposure.
Each renovation/demolition employer is required to conduct an exposure assessment to determine if any employees may be exposed at or above the action level of 30 ug/m3 measured as an 8-hour TWA. The employer must conduct an initial exposure assessment of all workplaces and operations where lead or lead-containing materials are being used, disturbed or removed. Exposure assessments must meet the requirements of 1926.62(d)(1)(i-iv).
An exposure assessment also considers other information, including levels of worker training, supervision and previous monitoring results. A conclusion that the planned work will not exceed the PELs and will be conducted under situations closely resembling other similar jobs is called a negative exposure assessment. While this exposure assessment is conducted, the employer must assume that exposures exceed the PELs and use appropriate control methods. The assessment must be completed in time to provide information necessary to assure that all controls planned for the work start-up are appropriate for that operation and will work properly.
ASTI recommends a budget of $3,000 to comply with the OSHA Lead in Construction requirements.
GREENBO WATER TOWER DEMOLITION SURVEY Conclusion
Conclusions
Hazardous materials were identified that require special handling and disposal methods prior to demolition activities. Refer to the Discussion of Results Section for details and quantities of affected materials.
Air Source Technology, Inc. recommends submitting this report along with a renovation notification to the KY Division for Air Quality at least 10 working days prior to abatement activities.
