The addendum incorporates changes and clarifications to the original RFP requirements, including modifications to insurance, proposal evaluation criteria, submission deadlines, quality control testing responsibilities, and other technical specifications. It also provides responses to various questions from potential bidders regarding the project.

The project involves the repair and rehabilitation of the bulkhead along the Georgia World Congress Center Authority's property. Key details include the requirement for bid or performance and payment bonds, the availability of a geotechnical report and permits on the Georgia Procurement Registry website, and the responsibility of the contractor to obtain necessary permits and licenses. The project does not have any small, disadvantaged, or minority business enterprise goals, and there are no Buy American or Buy America clauses applicable. Refer to revised Specification Section 033000 for clarification.

9. Section 033000, paragraph 2.4.7: Does this apply to the exterior concrete on this project based on the cast in place concrete on this project since it’s all exterior and potentially exposed to freezing conditions?

Refer to revised Specification Section 033000 clarification.

10. Drawing S-001, foundations, paragraph 5: Can NZ26 steel sheet pile be used as an alternate to the AZ24-700 steel sheet pile?

The minimum criteria for acceptable alternative wall sections are presented on Sheet S-001, Foundations, Note 5.

11. Drawing S-001, concrete & reinforcing steel, paragraph 10: What are the doweled rebar embedment lengths? They are not provided in the table.

Refer to S-001, Concrete and Reinforcing Steel, Note 10. The last column in the table provides the minimum embedment depths in inches for concrete compressive strength equal to 5,000 psi.

12. Drawing S-120: Is the existing guard shack required to be relocated & rebuilt or is a new guard shack to be constructed from new materials?

The existing structure is to be disassembled, relocated, and reconstructed at a location to be specified by the Owner. Refer to callout on Sheet S-120 for approximate location.

13. Drawing S-501, details A1/S-100 & B2/S-100: Is the “airlift soil and pour, concrete approximately 12” diameter to be encased in a PVC or steel pipe, sonotube, or unformed?

What is the required depth of the 12” diameter concrete column?

Refer to revised Sheet S-501 for bulkhead end closure detail.

14. Drawing S-501, detail A1/S-100: Is there a positive connection between the L 8”x6”x1/2” x 12”L on the new AZ24-700 steel sheet pile and existing AZ18 steel sheet pile? It appears as if the angle is only welded to the new AZ24-700 steel sheet pile and not the existing AZ18 steel sheet pile.

Refer to revised Sheet S-501 for bulkhead end closure detail.

15. Section 316216, paragraph 3.3.4: What is the frequency of steel sheet pile inspections required by divers?

Dive inspection is only required for any portion of the installed steel sheetpile that cannot be visually inspected to the mudline. If a dive inspection is required, it shall be performed following the installation of the steel sheet piles and prior to placement of the concrete cap and fascia.

18. Section 099713, paragraph 3.4: Where is the “marine fender system steel panel” to be coated? The plans do not appear to designate which existing piles are to be extracted and recoated. Are the new steel sheet pile to be coated both sides & full length? Does the H-pile stinger on the PSC piles get coated?

Refer to revised Specification Section 099713 for clarification. Refer to Specification Section 316216 Paragraph 2.1.A for limits of coating on steel sheet piling.

19. Section 02220, paragraph 1.3: Is the site demotion scope for this project considered “soft demolition or renovation activity” (per EM 385-1-1, section 23.A.01) because all the demolition will be topside and have no load bearing structure that would not require an engineering survey by a registered professional engineer? If so, then would the Demolition/Renovation Plan be required to be developed by a registered professional engineer?

The demolition scope for this project includes the demolition and removal of load bearing structural components at the project site and therefore in not considered ‘soft demolition or renovation activity’ as described in EM 385-1-1.

20. The EM 385-1-1 is referenced in the RFP for site demolition, but in the pile driving sections.

Does the EM 385-1-1 section 16 Load Handling Equipment apply to this project?

Specification Section 02220 incorporates EM 385-1-1, Section 23 by reference. The operation of load handling equipment, to include pile driving, shall be governed by applicable OSHA requirements and all other applicable local, state, or federal requirements governing such activity.

21. Are bid or P&P bonds required for this project? Yes

31. Item 4a of Section 05000 “Basis for Award” states the need to explain how the team will assess and design the project, however, the project has already been designed and will not be designed by the contactor. Please Advise. A statement is not required.

32. Underground Electrical and AT&T lines referenced at the mandatory pre-proposal conference located inside the project limits near the “Exist Electrical Transformer to Remain” on Sheet SD100 are potentially located within the limits of disturbance shown in the plans. Are these utilities to be removed or relocated and will a schedule of values pay item or a reference in the demolition plans be provided?

The underground AT&T line will be relocated by the Owner prior to construction. The existing electrical transformer is located outside of the limits of disturbance shown on the construction drawings. Should the contractor’s excavation impact the existing transformer or its associated conductors, the contractor is responsible for the protection and shoring to prevent damage or loss of service for the duration of the project.

33. How will the discovery of unforeseen conditions during demolition and excavation be compensated?

Refer to the AIA 101 and 201 agreement for procedures related to the discovery of unforeseen conditions. We would handle the costs of unforeseen conditions with a change order pursuant to the changes clause.

34. Will the tree located inside the square brick pavers and asphalt parking loop or any other trees inside the project limits be allowed to be removed for access?

The contractor is to remove trees and vegetation within the limits of disturbance as shown in drawings. Removal of trees located outside of the limits of disturbance is not permitted without prior written approval from the Owner.

35. What accommodations must be made for barge access in and out of Slip No. 3.?

Slip 3 is an active navigable waterway governed by the regulations of the Unites States Army Corps of Engineers. The contractor’s operations shall not impede vessel traffic along the slip.

Refer to the Georgia Procurement Registry website for referenced photographs.

40. What is the maximum allowable load that can be placed behind the existing bulkhead wall considering the current failing conditions?

It is the contractor’s sole responsibility to inspect the existing project site and existing structures prior to construction and to determine the maximum allowable loading on those structures during construction activities.

41. Are the 18” PSC pile battered at 4:12 (legend on drawing S-100) or 5:12 (drawing S-301)?

With a pile cut off elevation minus the tip elevation there’s a vertical difference of 103.95’ and the pile length appears to be 109.57’L for 4:12 batter or 112.61’L for 5:12 batter. Can you confirm the pile lengths on drawing S-601 with the correct batter?

The 18” PSC piles are to be installed on a 5:12 batter. Refer to revised Sheet 601 for the updated pile schedule.

This addendum will be a part of RFQ GWCCA060122EC and modifies the original proposal documents dated June 6, 2022 as noted.
