About this file
This is Addendum One to Invitation to Bid No. RFB-71-27 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration for the Kentucky Horse Park in Lexington, Kentucky. The project involves the procurement of stalls and mats for new competition barns BP-2 and represents a re-advertisement of RFB-264-25. The addendum clarifies specifications and answers contractor questions regarding attic stock material provisions, stall mockup construction and placement, stall manufacturer qualifications, and pre-installation cleaning responsibilities. Specifically, 15 additional 12' x 10' stall mat kits are required as attic stock for Alternate #1 only, with total attic stock required per Section 1.4 rather than per individual barn. One stall mockup may be constructed as a permanent stall and remain as part of completed work once approved. The project involves multiple interlocking rubber stall mat alternates for both new construction and existing barns.
Stall manufacturers are restricted to four specified manufacturers listed in the specifications; however, alternate manufacturers may submit resumes and portfolios for architect and owner review during the bidding period for potential approval. The Kentucky Horse Park owner is responsible for mucking and cleaning existing areas prior to installation of interlocking rubber mats in non-construction barns. The addendum was issued on September 10, 2026, with EOP Architects serving as the design firm. Bidders must conform to all additions, deletions, and changes outlined in the addendum as these provisions become binding upon contract issuance.

Addendum 1
Date: 9-10-26
Addendum 1 Items:
Contractor Questions:
Question 1: I’m submitting a question related to the stall and stall mat project at the Kentucky
Horse Park. The rubber stall mat specification (096540) includes a provision for some attic stock material. I’ve provided a snapshot of the added stock below for reference.
Since all of the rubber stall mats are alternates, should we include this attic stock separately with each of the first four alternates, which are the 12' x 10' barns (i.e. 15 additional stall kits per alternate)? Or should we include the added stock in the base bid, or with only one of the alternates?
I’m just trying to get some clarity on how many times this attic stock provision is applicable and where we should carry it within our estimate.
Response: PROVIDE 15 (12’X10’) ADDITIONAL STALL MAT KITS FOR ALTERNATE #1 ONLY.
Question 2: I wanted to follow up with a few additional project questions regarding Specification
110001 – Equine Equipment:
1. Attic Stock: Please confirm that the attic stock material identified in Section 1.4 is required in total and is not required per barn under Section 1.7.
2. Stall Mockup: Please verify that the stall mock up can be constructed as one of the new permanent stalls and can remain in place as part of the completed work.
3. A separate question related to the Interlocking Rubber Stall Mats alternates: For the stall mats being installed in the existing barns that are not part of the current barn

Response: 1. THE ATTIC STOCK PER SECTION 1.4 IS REQUIRED IN TOTAL, AND IS NOT
REQUIRED PER BARN.
2. THE STALL MOCKUP CAN BE CONSTRUCTED AS ONE OF THE NEW
PERMANENT STALLS AND CAN REMAIN IN-PLACE AS PART OF THE
COMPLETED WORK ONCE FULLY APPROVED. ONLY 1 MOCKUP WILL BE
REQUIRED FOR THE OVERALL PROJECT.
3. THE OWNER (KHP) WILL MUCK AND CLEAN THE EXISTING AREAS PRIOR TO
INSTALLATION OF THE INTERLOCKING RUBBER MATS.
Question 3: Is the stall manufacturer a locked spec or can I bring another unlisted manufacturer to the table?
Response: ONLY THE FOUR MANUFACTURERS LISTED IN THE SPECIFICATIONS ARE
ALLOWED TO BID WITHOUT FUTHER REVIEW. IF AN ALTERNATE
MANUFACTURER WOULD LIKE TO SUBMIT FOR BID, THEY WOULD NEED TO
PROVIDE A RESUME AND PORTFOLIO TO BE REVIEWED DURING THE BIDDING
PERIOD BY THE ARCHITECT AND OWNER, AND IF APPROVED, WOULD ONLY
THEN BE ALLOWED TO BID ON THE PROJECT.
