About this file
This document is Addendum No. 1 to the bidding documents for the Emergency Standby Generator & UPS Improvement Project (IOC-P-63304) issued by the Illinois State Comptroller on September 4, 2025. The addendum is addressed to prospective bidders and modifies the original bid documents dated August 8, 2025, providing updates and clarifications for the procurement process.
The addendum includes modifications to the project manual and drawings, specifically for a Static Uninterruptible Power Supply (UPS) system. Key changes include adding manufacturers like Mitsubishi Electric, Delta Power Systems, and Xtreme Power Conversion, and clarifying the UPS size as 150 kVA. The document also replaces several electrical plan sheets (E-1, E-2, and E-4) with revised versions. The bid date is updated, with bids now due on September 12, 2025, at 11:00 AM. Additional clarifications address technical details such as wire sizes, transformer specifications, generator block heater power, and the location of the generator annunciator, with most items to be resolved by subsequent addendum.

QUESTIONS RECEIVED AND RESPONSE:
1. Sheet E-4 shows the feeders going to the ATS from the generator as 350 kcmil wire but note 1 and 2 reference 500 kcmil wire.
a. Which is correct. I’m not seeing the 350 kcmil referenced anywhere. But it should be 500 kcmil.
2. Sheet E-4 shows the feeder size going to the 75kva transformer as #4/0 which is good for 230 amps.
a. The primary side of the transformer would around 90-100 amps and would be #3 wire. Agree.
Will revise to #3 by addendum.
3. Sheet E-4 has panel schedule for EMHDP but it does not have a breaker shown to feed the transformer and a 90A or 100A breaker will need to be added. Will add 100A breaker by addendum.
4. Sheet E-3 shows the UPS but does not show the bypass cabinet that sites next to the existing UPS that was installed at the same time as the UPS.
a. Does this need to be reutilized? This bypass cabinet shall remain.
b. Does this need to be replaced? See answer above.
5. Does the new transformer on sheet E-1 need to be placed on a concrete pad? Will add a 4” housekeeping pad by addendum.
6. There was talk about the ceiling in the basement hallway possibly coming out and then going back in lower to accommodate all the new conduits and that this would be coming out in an addendum. The sooner we can get this confirmed the better as I might need to get the general contractor to the site to see the work required for this. Yes. This is being added as full replacement by addendum.
7. I do not see any information on where we will need to get power for the block heater and charger for the generator. Will add these being powered from Panel EMLDP by addendum.
8. Where will the generator annunciator need to be located?
a. Says in the specifications to refer to the drawings but do not see the location. Located in the security desk first floor. Will clarify by addendum.
ADDENDA 009113 - 3 Addendum No. 1
Co9. C-3.00 calls for proposed 6’ tall security fence. Looking through the spec. There is a section 323119 decorative metal fences and gates. We assume this section is to be used for pricing the fence on C-3.00 but want to confirm. In this section it tells us to match existing. We need to know more about the existing fence.. is it steel or aluminum as both are listed in the spec and state to match existing. Is there any product data on the existing fence that can be shared? Yes, section referenced is the correct one for the decorative metal fence. You will need to match existing with the approval of the owner using aluminum materials with steel material as required. No product data on the existing fence material is available.
10. What is the actual size of the generator? Keyed note 1 on E-2 tells us the new concrete pad should extend 6” past the side of the generator, but C-3.00 calls for this concrete pad to be 6’x25’. The 300 KW generator will be 200 inches by 58inches.
