About this file
This is an addendum to an Invitation to Bid (ITB) issued by the Florida Department of Financial Services, Office of Insurance Regulation (OIR), for examination services. Addendum No. 1 modifies Section 2.2 of the original ITB 2526-02 to revise the project timeline. Key dates include a question submission deadline of May 14, 2026, with answers posted on May 29, 2026 (extended from May 21, 2026); a response submission deadline of 3:00 PM Eastern Time on July 31, 2026, sent via email to DFSPurchasing@myfloridacfo.com; a public response opening on July 31, 2026 at 3:45 PM at the Department of Financial Services in Tallahassee, Florida, with a virtual conference call option (888-585-9008, Conference No. 819-252-704); an anticipated notice of intent to award on August 10, 2026; and a contract start date of October 1, 2026. The procurement seeks qualified vendors to provide examination services for authorized insurers, prepaid limited health service organizations, discount plan organizations, and health maintenance organizations throughout Leon County and the state of Florida, with deliverables including examination reports, management letters, and review memoranda, evaluated under a lowest responsible and responsive bid methodology using fixed hourly rates for various examination positions.
The contract will be awarded on a non-exclusive basis with an initial one-year term and renewal options available for up to three additional years contingent upon satisfactory performance and available funding. Set-aside considerations prioritize certified minority-owned firms, veteran-owned businesses, Florida-based businesses, and drug-free workplace certified companies in case of tied responses. Respondents must meet Florida Statutes compliance requirements including non-discriminatory vendor status, drug-free workplace implementation, E-Verify system utilization, and Florida Department of State registration, with supporting documentation including proof of registration, resumes, NAIC training completion documentation, and disclosure of any litigation or regulatory suspensions. Contractors must maintain workers' compensation insurance, safeguard confidential examination information, and comply with NIST Cybersecurity Framework standards with prohibition of Non-Open Data storage outside the continental United States. No specific budget ranges or award values are disclosed; however, compensation will be determined through submitted hourly rates evaluated against market standards, with compensation not to exceed amounts authorized in writing by the Office. Contractors must notify the Office if costs are projected to exceed 75 percent of the authorized amount.
