Addendum No. 1 to Invitation to Bid 2526-02 for Examination Services

This addendum modifies the timeline for the Florida Department of Financial Services, Office of Insurance Regulation's Invitation to Bid (ITB) Number 2526-02 for examination services. The Department seeks qualified vendors to provide financial condition and market conduct examinations of authorized insurers, prepaid limited health service organizations, discount plan organizations, and health maintenance organizations throughout Florida. Required examination services include independent Certified Public Accountants, actuaries, reinsurance specialists, investment specialists, and information technology specialists capable of performing examinations in accordance with Florida Statutes and utilizing the Risk-Focused Surveillance Approach. The original timeline has been modified through this addendum, with the question deadline remaining May 14, 2026, but answers now scheduled for posting on May 29, 2026 instead of the original May 21, 2026 date. Bid responses remain due by 3:00 PM Eastern Time on July 31, 2026, with public opening at 3:15 PM. The anticipated notice of intent to award is August 10, 2026, with a contract start date of October 1, 2026, followed by an initial one-year term with renewal options available for up to three additional years contingent upon satisfactory performance and available funding.

The contract utilizes a fixed-rate structure based on hourly rates submitted by contractors for various examination positions including Examination Manager, Examiner-in-Charge, Participating Examiner, Head Actuary, Participating Actuary, Cyber Security/IT Forensics Specialist, Head IT Specialist, Participating IT Specialist, Investment Specialist, and Reinsurance Specialist. Compensation is subject to a 10 percent holdback from invoices pending deliverable acceptance, with baseline daily rates established in Florida Administrative Code Rule 69O-138. Set-aside considerations prioritize certified minority-owned firms, veteran-owned businesses, Florida-based businesses, and drug-free workplace certified companies in the event of identical tie responses. No incumbent vendors are identified. Respondents must meet Florida statutory requirements including non-discriminatory vendor status, drug-free workplace implementation, E-Verify utilization, and state registration, and must maintain workers' compensation insurance and comply with stringent data security standards including NIST Cybersecurity Framework compliance. The contract is not exclusive, and the Office reserves the right to award to multiple respondents or make no award.
