About this file
This is Addendum No. 2 to Invitation to Bid (ITB) No. 2526-02 issued by the Florida Department of Financial Services, Office of Insurance Regulation (OIR), establishing multiple contracts for examination services of authorized insurers, prepaid limited health service organizations, discount plan organizations, and health maintenance organizations throughout Florida. The OIR seeks to contract with qualified independent Certified Public Accountants, actuaries, reinsurance specialists, investment specialists, information technology specialists, or combinations thereof to perform financial condition examinations in accordance with Florida Statutes sections 624.316, 624.44, 636.039, and 641.27, and Rule 69O-138, Florida Administrative Code. The addendum consists of 80 questions and answers addressing vendor inquiries regarding contractor qualifications, subcontracting opportunities, conflict-of-interest management, compensation structure, insurance requirements, TeamMate+ access, travel policies, documentation standards, and service delivery models. The response deadline is 3:00 PM Eastern Time on July 31, 2026, with the Notice of Intent to Award anticipated on August 10, 2026, and a contract start date of October 1, 2026, featuring an initial one-year term with renewal options available for up to three additional years contingent upon satisfactory performance and available funding.
Key clarifications provided in the addendum include confirmation that the OIR intends to award multiple contracts with examination scopes of services awarded to one contractor per examination; subcontracting and teaming arrangements are permitted subject to Office approval; respondents need not have prior direct examination experience with the OIR if team members demonstrate relevant experience in accounting, insurance, technology, healthcare administration, or compliance; market conduct examinations are not part of this ITB; professional liability insurance is not required; respondents may submit responses for selected service categories only rather than all categories; hourly rates submitted by contractors will be evaluated using a lowest responsible and responsive bid methodology, with approved travel expenses reimbursed separately at state employee rates; no professional licenses or specific certifications are automatically required for support roles, though Rule Chapter 69O-138, Florida Administrative Code provides guidance; respondents must obtain and maintain their own TeamMate+ licenses; and all work product becomes the exclusive property of the OIR, though contractors may retain copies of working papers in accordance with professional obligations. The addendum clarifies that minority-owned, women-owned, and veteran-owned businesses may be given award preference in the event of identical tie responses based on the smallest net worth qualification, and that awarded contractors may decline specific examination assignments due to conflicts of interest, lack of availability, or assignments outside their qualified service areas.

2. Section 1.2: Background
The Office has the statutory duty to examine the affairs, transactions, accounts, records, and assets of each authorized insurer, prepaid limited health service organization or discount plan organization and health maintenance organization.
The Office’s ability to satisfy this requirement will be enhanced by contracting with multiple qualified examiners capable of performing examinations on behalf of the Office. Section 624.316(2)(e), F.S., allows the Office to conduct insurer examinations by contracting for the services of an independent Certified Public Accountant, an actuary, a reinsurance specialist, an investment specialist, information technology specialist, or any combination of these individuals, as the circumstances of the examination require.
The financial examination standards with which the Office must comply are established by statute and adopted by Rule 69O-138, Florida Administrative Code (F.A.C.). The statutes and rules meet the requirements of the National Association of Insurance Commissioners for accreditation in financial regulation.
