About this file

This Addendum No. 1 is issued by the Maryland Department of Public Safety and Correctional Services for a solicitation (BPM048838) seeking Satellite Television Programming Services for the Eastern Correctional Institution (ECI) and ECI-Annex. The addendum modifies the original Invitation for Bids (IFB) by updating the primary place of performance zip code from 21853 to 21890 and replacing the original Attachment B - Price Form. The solicitation seeks a contractor to provide cable or satellite television programming services with headend equipment for a three-year base period with two one-year renewal options. The bid is due on April 11, 2025, at 2:00 pm local time, with questions accepted until March 31, 2025, at 11:00 am. The contract will cover approximately 3,000 television drops across the two correctional facilities, including local and national channels such as ABC, CBS, FOX, PBS, CNN, ESPN, and others.

The solicitation specifies that the contractor will be responsible for providing new updated equipment, installing and maintaining satellite dishes, and transmitting programming through the existing in-house cable distribution system. The contract includes requirements for minor programming changes at no additional cost, coordinate satellite dish locations, repair any damage during installation, and provide hardware upgrades as needed. There are no Minority Business Enterprise (MBE) or Veteran-Owned Small Business Enterprise (VSBE) subcontracting goals, and the procurement method is competitive sealed bidding. The current provider is Buford Satellite Systems, LP, which receives channels directly from networks, with NBC obtained through DISH Network and local channels via antenna. The bidder must be registered on the eMaryland Marketplace Advantage (eMMA) platform and ensure their company name matches state registration.
