About this file
This is an Addendum No. 1 to a Fire Station 227 New Build project, establishing a responsibility matrix that delineates obligations between the Owner (PFMD) and the Contractor across multiple environmental, regulatory, and operational compliance areas. The matrix addresses eight primary responsibility categories: biological resources (BIO-1), geotechnical requirements (GEO-1 and GEO-2), hazardous materials management (HAZ-1), stormwater and best management practices (HYD-1), noise and hours of operation (NOI-1, NOI-2, NOI-3), project coordination (PS-1), and traffic management (TRA-1 and TRA-2). Key responsibilities include the Owner's engagement of qualified professionals such as a biologist, paleontologist, and archaeologist, while the Contractor is responsible for implementing recommendations from these professionals' findings and adhering to established plans and protocols including the Archaeological Monitoring and Treatment Plan (AMPT).
The addendum establishes extensive cultural resource management requirements involving tribal coordination, including execution of a Tribal Monitoring Agreement, on-site presence of archaeologists and tribal monitors during excavation of undisturbed soil, and protocols for handling unearthed cultural resources and Native American human remains. The Contractor must comply with specific operational constraints including restricted construction traffic during school hours at Arrowhead Elementary School and notification requirements for sensitive receptors within 30 days of construction commencement. The Owner assumes responsibility for coordinating tribal monitoring agreements and engaging qualified archaeological and paleontological professionals, while the Contractor bears primary responsibility for day-to-day implementation of all recommended mitigation measures, plans, and protocols as detailed in the contract documents and referenced appendices.
