About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) for District Wide Mitigation, Wildlife and Environmental Support Services for FDOT District Four office. The RFP has a proposal opening date of 3-28-2023 and does not have a mandatory pre-proposal conference. The scope of services includes wetland/vegetation monitoring activities, and the FDOT has provided clarification on how maintenance activities should be billed. The RFP also provides guidance on the requirements for the GIS map, which must be produced using the ETDM software, and is exempt from the 20-page technical submittal limit.
The document outlines the pricing proposal form and provides responses to various questions related to staff gauge specifications, material expenses, and the use of herbicides for wetland mitigation site maintenance. The RFP is open to all qualified vendors, and the contract will be subject to MFMP transaction fees and compliance with non-discrimination statutes and authorities, including Title VI of the Civil Rights Act of 1964.

OPENING DATE: 3-28-2023
Notice is hereby given of the following answers to questions and Revised Exhibit A – Scope of Services and Exhibit C-2 Price Proposal Form regarding the above-referenced
RFP:
# Questions Answers
1.
Page 10 of the RFP states a Pre-proposal conference will not be held. A 3/7/23 email from Cynthia Oxley addressed the advertisements for 23-4006-SC and 23- 4007-CO and included a mandatory pre-proposal conference. Is the Pre-Proposal conference mandatory for 23-4007-CO?
No, there will be not Mandatory Pre- Conference for DOT-RFP-23-4007-CO.
2.
The scope of services includes wetland/vegetation maintenance activities, but the price proposal spreadsheet does not include any maintenance pay items, such as for herbicides, vegetation disposal, or per acreage maintenance rates. Please clarify how maintenance activities are to be billed on this contract.
Monitoring does not require equipment, only staff hours. See the revised Exhibit A – Scope of Services attached.
# Questions Answers
3.
Price Proposal, Tab 3, Material Expenses
a. Please provide the gauge specifications for 3-1
b. Is there a difference between Item 3-2 and 3-7?
a. Staff gauges must conform to either USGS Style A (preferred) or Style C standards and be constructed of 16-gage porcelain-enameled iron or steel. Staff gauges must be attached to a backing plate and mounted to a stable structure in the water body.
The staff gauge must be mounted vertical and plumb to the water surface. If more than one staff gauge section is used, adjustments for accuracy between sections should be made by measuring the distance from the middle of one section to that of an adjacent section.
b. Please see revised Exhibit C-2 Price Proposal Form.
4.
Page 17 of the RFP, 4.iii requests that we produce a GIS map.
1. Is FDOT specifically looking for a map produced using the ETDM EST (per the question heading) or looking for an example GIS work product produced using the Proposer’s own GIS software?
Yes, ETDM is the referenced GIS software to be used.
5. Are multiple maps allowed for data clarity? This is at the discretion of the Vendor.
6.
Will the map(s) count towards the 20 page limit or should they be included in the appendix as exempt pages?
The maps should be included in the appendix as exempt pages.
7.
WORK PLAN 4.i. – Benthic Surveys, page 16 of 23 in the RFP The project scenario identifies the project site as the “17th Street Causeway Bridge”. Please confirm whether the bridge is located in Fort Lauderdale or Vero Beach.
The location is referencing Fort Lauderdale.
8.
WORK PLAN 4.iii. – ETDM GIS Map with Natural Resource Elements to Consider, page 17 of 23 in the RFP Does the project scenario described require using ETDM? Since not all consultants have the FDOT ETDM (EST) version and only the public version is available, can the maps be created using another resource?
No, the Vendor must use ETDM.
# Questions Answers

Is the referenced GIS map required to be provided considered part of the 20 page Technical submittal? The map is noted in section: iii. ETDM GIS Map with Natural Resource Elements to Consider
