About this file
Addendum No. 1 for the Colorado Department of Corrections relates to the Security Perimeter Improvements project at the Sterling Correctional Facility (SCF), with Project Number 2025-083M24. The addendum provides additional details for bidders, including modifications to the fiber optic fence mounted detection system routing, specifying that the cabling can run directly to the Communication Room in Admin instead of the Electronics Room in Visiting. The document outlines installation requirements for a new perimeter detection monitoring station in the tower, details about equipment room locations, and instructions for providing an add alternate for a 5-year maintenance agreement. The pre-bid meeting was held on March 27, 2025, with the bid due date set for April 16, 2025, with a virtual opening at 10:30 AM.
The addendum requires bidders to provide specific spare equipment to the Colorado Department of Corrections upon substantial project completion, including stainless steel cable ties, a manual tension tool, communication cards, power supplies, UltraWave transmitters and receivers, a UltraLink processor module, a fusion splicer, and field splice enclosures. The base bid includes a two-year warranty, with an option for an additional five-year service and maintenance package that includes annual testing, calibration, and software updates. The project involves removing the existing copper-based fence mounted detection system and installing a new fiber optic system approximately 7,200 feet in length, with one zone of microwave detection.

Sterling Perimeter Improvements
Addendum #1
1. See Detail C on Drawing ES-5. Currently the fiber optic fence mounted detection system is shown as terminating in the Electronics Room in Visiting. As discussed during the Pre-Bid conference and tour, running the cabling from the fence directly to the Communication Room in Admin is acceptable to CDOC. This would allow all the headend equipment to be installed in the
Communication Room in Admin. This would alleviate the need to install equipment in the
Electronics Room in Visiting.
2. See Detail A on Drawing ES-3. Below is a photograph of the CDOC computer in the tower. Install the new perimeter detection monitoring station to the mullion on the right of the CDOC computer.
Provide a custom bracket to support the monitor, keyboard and mouse. Coordinate mounting height with CDOC.
3. See Detail C on Drawing ES-6. Equipment room in Guard house with UPS equipment and field terminations is located on the back side of the guard house.
4. See Note 15 on Drawing ES-1. “15. PROVIDE WITH BID; AN ADD ALTERNATE FOR A 5 YEAR
MAINTENANCE AGREEMENT. INCLUDE AT MINIMUM COMPLETE ANNUAL TESTING,
CALIBRATION AND SOFTWARE UPDATES.” A two (2) year warranty is to be included with the base bid, as noted in 28 70 00 3.7. Include as part of the add alternate, 5 years of service and maintenance to include annual testing, calibration and software updates. Include five (5) year’s total warranty and service as part of the add alternate. Warranty to begin upon final acceptance.
5. Provide the following spare equipment to CDOC when the system is substantially complete:
A. Stainless steel cable ties, 100 pieces, 200 x 4.6 x 0.26 mm (8 x 0.18 x 0.01 inch)
B. Tool - manual tension and cut-off tool for stainless steel cable ties.
