Addendum No. 2 Summary
This is an addendum to a Request for Proposals (ARFQ) issued by the West Virginia Department of Environmental Protection (WVDEP), Office of Abandoned Mine Lands and Reclamation for the West Fork #9 project in Harrison County, West Virginia. The project involves comprehensive reclamation of eight abandoned mine features, three mine portals, one subsidence area, and remediation of a dangerous riverbank slide along the West Fork River Rail Trail near Shinnston. The scope of work includes site preparation, clearing and grubbing, erosion and sediment control, construction of a soldier beam and lagging retaining wall, mine seal installation, drainage structure construction, pavement restoration, directional boring, and revegetation of approximately 8.4 acres. A pre-bid conference was conducted on January 12, 2025. The addendum publishes questions and answers from that conference, revised specifications addressing asphalt disposal at Meadowfill Landfill and mandatory safety management plan requirements, clarifications regarding B&O tax requirements, and the critical constraint that all tree clearing must be completed by March 31, 2026 due to environmental restrictions.
The revised bid schedule increases quantities in two excavation line items: Item 8.2 "Unclassified Excavation – Meadowfill Landfill" from prior amounts to 6,100 tons to account for asphalt removal and disposal, and Item 8.1 "Unclassified Excavation – Coal Valley" to 8,950 cubic yards to account for potential additional slide material. The revised Engineer's Cost Estimate totals $4,405,994.85. Key clarifications confirm that all timber except marketable timber on specified parcels will be chipped and removed, stumps will be chipped and removed, horizontal drilling is on a linear foot basis with no separate pilot hole charges, and contractor is responsible for all testing costs. Material disposal is split between two sites: Meadowfill Landfill for asphalt and retaining wall material, and Coal Valley Special Reclamation Site near Enterprise, West Virginia for other excavated soils. Contractors are required to submit a 5-day advance notice for construction start and minimum 72-hour notice for specialized construction activities such as compaction testing and horizontal drilling operations.

SECTION II – SPECIAL PROVISIONS
©2025 Kleinfelder Page 5 WV AML N1 Contract
SECTION II – SPECIAL PROVISIONS
1. Location/Site Description
The West Fork #9 project site is in Harrison Co, WV just North of the City of Shinnston along the West Fork River. The site can be accessed from Pike Street and Mahlon
Street, both of which connect to U.S. Route 19 (US-19) on the northern side of
Shinnston. The preliminary site LOD is approximately 10.7-ac. The Construction Area
Limit is approximately 15 ac., which includes the LOD. The center of the project is located at 39.4009° N latitude and -80.2915° W longitude on the Shinnston 7.5’
United State Geological Survey (USGS) quadrangle.
The site was underground (deep) mined in 1926 by the Consolidated Coal Company
(No. 66 Mine), in 1946 by the Alstead Coal (Alstead Mine), and the Blackburn Mine
(unknown dates).
The goals of this project from the Task Agreement include the reclamation of eight (8)
P2 DIs, three (3) P2 mine portals, one (1) P2 subsidence area, and one (1) P2 DS.
These AML features are located within the West Fork River watershed (0502000202), which is a major drainage to the Monongahela River watershed (5020002). The project is needed to remediate public health and safety hazards associated with the above
AML features through reclamation practices. Additionally, a dangerous slide occurred in the Spring of 2025 that caused a portion of the West Fork River Rail Trail to slip and fall into the river along with lots of soil which has deposited and formed a dike in the river. This dangerous slide poses a significant public safety hazard and will be remediated through construction of a soldier beam and lagging retaining wall included as part of the overall project design to stabilize the rail trail and riverbank.
2. Directions to Site
