About this file

This document is an Addendum Letter No. 5 for Solicitation #23RFP139745B-EC, which is a Request for Proposal (RFP) issued by Fulton County Government for Armed and Unarmed Security Services. The addendum provides responses to various questions related to the scope of work, including requirements for holiday work, property inspections, training, and penalties. The RFP is for a contract term that will cover the provision of security services at multiple Fulton County facilities.

The key details regarding the contract include that the contractor is expected to proactively inspect county property for security-related issues, and that the contractor is responsible for training its employees on security best practices, but not on building codes. The county has not issued any penalties in the past two years, and the required training provided by the Fulton County Police Department is 40 hours long, conducted during normal business hours, and the cost of which is borne by the contractor. The county is interested in retaining qualified incumbent personnel if a new contractor is awarded the contract, and a total of 5 vehicles are required for the contract.

Q39 Question: Clarify SOW

10.Is it part of the Scope of Work that the Contractor’s employees are to proactively inspect the

County’s property? Do you expect the Contractor to train its employees on premises law and building codes?

Answer: Yes, we do expect Security Officers to proactively inspect County Property for security-related issues (i.e., suspicious packages, suspicious people, open doors). We do expect the Contractor to train the Security Officers in Security best practices, not building codes. The Security Company that is awarded the Contract will have guidance from FCPD for additional information that is specific to a particular County building.

Q40 Question: Penalties in SOW

11.Regarding the penalties language in the Scope of Work, will Fulton County PD please share examples of acts that may warrant the penalty and the corresponding amounts? In the last two years, how many penalties have been incurred, for what acts, and what was the resulting fees?

Answer: there have not been any penalties in the past two years.

Q42 Question: Training timeline

13.Regarding the training FCPD provides related to magnetometers, etc., how many hours is that training? When is this conducted (e.g., during a working shift? Prior to standing a post? Within the officer’s first 3 months?)? Is there any cost to the Contractor for this training? Is this train-the-trainer training or does FCPD provide this for every new employee?

Answer: The training is 40 hours, and it is conducted during normal business hours in the Government

Center. The training is conducted when the new Officer is hired, and Fulton County does not pay for the

Officer until the training is complete. The cost for the Contractor is 40 hours of pay to the Security

Officer because FCPD does not pay the Officer while they are in training. The training is conducted by

FCPD and not train the trainer.
