About this file

This document is an Addendum to RFQ/P # 24018 - On-Call Annual Pump Maintenance Program FY24 issued by the Unified Government of Athens-Clarke County. The addendum provides answers to questions regarding the required Utility Contractor's License, warranty coverage, pricing and quoting procedures, pump efficiency metrics, temporary flow control, and overtime rates. The contractor will not need to be authorized by the manufacturer to service the pumps, but must be an approved pump maintenance and repair company. The contractor's warranty will cover only the work they perform, and quotes should be provided after the contractor inspects the pump and determines the necessary repairs. Temporary flow control is the responsibility of the Owner, and overtime rates apply for work performed outside of regular working hours of 7:00 a.m. to 7:00 p.m., Monday through Friday.

The document also states that the Unified Government reserves the right to reject any and all proposals, and to award the contract based on the highest and best interest of the Unified Government.

ADDENDUM I

DATE: February 13, 2024

TO: ALL PROSPECTIVE OFFERORS

FROM: Angie Perteet, Senior Buyer

RE: ADDENDUM II, “RFQ/P # 24018 – 24018 – On-Call Annual Pump

Maintenance Program FY24”

Pursuant to RFQ/P # 24018 the following information is provided:

1. QUESTION: On page 29 of the Project Manual for Bid#24018 it asks for the Utility

Contractors License Certification. Is a Utility Contractors License required?

ANSWER:

a. Page 22, section VII under “mandatory forms located within the specification”, (B) section 00425, says “Utility Contractor’s License Certification”. The approved company does not need a utility contractor’s license certification because they will not be doing any contractor work for us. All they will need to do is what is listed on page 11 under section III – scope of services.

b. Page 11, section (A) Specific tasks has a sentence that says “The contractor must be authorized by the manufacturer to provide maintenance and repair services.” The approved company does not need to be authorized by the manufacturer to work on the pumps. They just have to be an approved pump maintenance repair company from their credentials that they will submit to us through their bids. And of course, they will be approved through their insurance and

E-Verify.

2. QUESTION: Does the warranty only cover the repair work performed?

ANSWER: Yes. The contractor’s warranty should cover the “Work” the contractor performed.

Refer to “Work” as defined in 00700 General Conditions under Part 1.01.A.54. Section 01740

Warranties and Bonds states that the Contractor shall maintain and keep in good repair the

“Work” covered by the specifications for a period of 1 year from the date of the Owner’s written acceptance.

3. QUESTION: How should firms provide quotes? Should the estimate to repair be priced for the worst case up front? Should the contractor estimate the cost to repair after the problem has been determined?

ANSWER: The contractor should quote once they determined what the problem is. They will come get the pump, break it down and determine what repairs need to be done, then provide quote. That way they aren’t over or under quoting and we aren’t getting multiple quotes . That helps both the contractor and us.

4. QUESTION: Is there a threshold or efficiency metric for pump operation?

ANSWER: Required pump efficiency will be determined on a case-by-case basis.

5. QUESTION: Is temporary flow control bypass pumping? If so, is there a specification section?

ANSWER: Temporary flow control will be performed by the Owner. Contractor is not responsible for temporary flow control.

6. QUESTION: When do overtime rates apply? After an 8-hour day, or outside the 7am to 7pm timeframe?

ANSWER: • See section 00700 Part 6.02.C. states “Regular working hours are defined as 8 hours per day, Monday through Friday, excluding holidays, occurring between the hours of 7:00 a.m. and 7:00 p.m., or as specified elsewhere. Requests to work other than regular working hours shall be submitted to Engineer not less than 48 hours prior to any proposed weekend work or scheduled extended work weeks. Occasional unscheduled overtime on weekdays may be permitted provided reasonable notice is given to Engineer.”

7. QUESTION: Is there a different rate for work performed on holidays, or is the rate equal to overtime pay?

ANSWER: • Any work performed outside of Regular Working Hours as defined in Section

00700 Part 6.02 is considered Overtime and subject to the same overtime rate. Note the requirements for work on legal holidays in Section 00700 Part 6.02.B.
