Addendum and Inverted Marking Paint Procurement Summary
This addendum document from the City of Phoenix, Finance Department, Central Procurement Division, modifies the Invitation for Bid (IFB-26-0237) for Inverted Marking Paint, a five-year supply contract commencing on or about September 1, 2026. The procurement requests sealed offers for inverted marking paint products to support municipal maintenance, operations, and improvement projects, with Krylon products established as the performance benchmark standard. All products must comply with applicable Federal, State, and Maricopa County environmental regulations, including VOC content limits. The non-mandatory pre-offer conference was scheduled for March 24, 2026, with written inquiries due by March 31, 2026, at 2:00 p.m. The addendum extends the sealed offer due date to October 18, 2022, at 2:00 p.m., submitted through the City's Procurement Portal. The addendum also includes a Questions and Answers section addressing vendor inquiries, though specific questions and answers are not populated in this form template.
Pricing must be submitted on a per-unit, firm and fixed basis for the initial two years of the contract, with any subsequent price increase requests requiring 60 days' written notice and supporting documentation such as manufacturer letters or published price indices. Prices are quoted F.O.B. destination to various addresses specified in purchase orders. Required submittals include product specification literature validating net contents for each color, Safety Data Sheets for each product, VOC content percentages, and for non-Krylon products, sample color chip charts with ten additional charts to be provided post-award. Delivery must occur within 10 calendar days of purchase order receipt between 7:00 a.m. and 1:30 p.m., Monday through Friday, excluding City holidays. Vendors must maintain commercial general liability insurance with a $2,000,000 general aggregate limit and $1,000,000 each occurrence limit, along with workers' compensation insurance meeting statutory requirements. Award will be made to the lowest responsive and responsible offeror whose offer conforms to all material requirements. The City anticipates considerable activity under the contract but provides no guarantee regarding actual purchase quantities. All contractors are subject to comprehensive civil rights and nondiscrimination obligations, E-Verify employment verification, Equal Employment Opportunity requirements, and heat safety plans for outdoor workers in compliance with Phoenix City Code.
