About this file
This addendum modifies the solicitation issued by the City of Phoenix for Exclusive Event Utilities services at the Phoenix Convention Center campus and associated theatrical venues. The addendum extends the offer due date to October 18, 2022, at 2:00 p.m. and contains a section for vendor inquiries and city responses in a question-and-answer format, along with provisions for additional changes to the original specifications and instructions. Offerors are required to acknowledge receipt and acceptance of this addendum through the City's Procurement Portal prior to submission.
The addendum serves as an amendment to the original solicitation documents and does not establish independent pricing terms, set-asides, or funding requirements. Rather, it modifies the timeline and procedural requirements of the underlying Revenue Contract Solicitation for exclusive event utility services, which involves providing electrical, water, compressed air services, and related infrastructure support. The contractor selected must possess a minimum of ten years of verifiable experience managing event utility services in a large-scale convention center environment and maintain active Arizona State electrical licenses. The resulting contract is a five-year term commencing on or about October 1, 2026, contingent upon City Council approval and City Clerk signature and recording, with potential extensions at the City's discretion. Evaluation criteria allocate 1,000 total points, with commission rates constituting 30 percent of the score, firm qualifications and key personnel comprising 35 percent, operational plan and technical approach at 20 percent, and business plan and competitive rate structure at 15 percent. The contractor must comply with Disadvantaged Business Enterprise requirements and maintain comprehensive insurance coverage including $2,000,000 general aggregate liability limits and submit a $300,000 performance bond upon award notification.
