The solicitation seeks a contractor to provide electrical, water, and compressed air services to exhibitors and clients at the Phoenix Convention Center campus and non-exclusive services at three theatrical venues: Symphony Hall, Orpheum Theater, and Herberger Theater. The contractor will manage temporary electrical connections from fixed power sources, water supply and drainage for exhibits, compressed air system operations and maintenance, and related infrastructure support. Written inquiries must be submitted by April 3, 2026, at 2:00 p.m., and sealed offers are due April 27, 2026, at 2:00 p.m. The resulting contract will be a five-year term commencing on or about October 1, 2026, contingent upon City Council approval and execution by the City Clerk, with termination occurring upon contract expiration or termination per agreement provisions.
The City will evaluate all responsive and responsible offers using a 1,000-point scoring methodology: Firm Qualifications and Key Personnel (200 points), Operational Plan and Technical Approach (250 points), Business Plan and Competitive Rate Structure (250 points), and Financial Return to the City based on proposed commission rates (300 points). No specific budget amount is disclosed; financial evaluation will be based on the contractor's proposed commission rate structure as a material factor in determining overall value. The solicitation prohibits multiple responses from the same respondent or affiliated entities and requires compliance with nondiscrimination requirements, legal worker provisions, and comprehensive reporting and data management requirements through the City's Event Management System.
