About this file

This document is Addendum 5 for RFP DOS 2026-02, a Request for Proposal for a Crash Data Analysis System. The addendum updates the Business Requirements Document by replacing Attachment #3 with Attachment #4, making two specific changes to the requirements. The first change revises Business Requirement B6.6 to remove the reference to redacted data, modifying the language from requiring a view of crash information "with the appropriate redacted information per the Driver Privacy Act" to simply providing "an individual-level view of the particular crash, along with up-to-date crash attributes." The second change strikes Business Requirement B9.4, which had specified 24/7 on-call software maintenance, as this requirement contradicts the service level agreement SLA-5.

The service level agreement (SLA-5) clarifies that technical support will be available via phone or email between 8:30am and 5:00pm Monday through Friday EST. The addendum emphasizes that all changes noted in the addendum will supersede previously submitted documents and must be included with the proposal, while all other specifications remain unchanged and valid. The document includes a signature section for the bidder to complete, indicating acknowledgment of the changes and providing space for contact information.

Crash Data Analysis System

Addendum 5

Updated Business Requirements Document

Section Change

1 Attachment 3 – Business Requirements Change/Replace Attachment #3 with Attachment #4.

The following requirements found in Attachment #3 have been updated and or removed in Attachment #4.

1. Revise Business Requirement B6.6, so that it does not reference redacted data.

Current: “A one-click view of any crash shall provide an individual-level view of the particular crash, along with up-to-date crash attributes such as vehicle information and persons impacted, with the appropriate redacted information per the Driver Privacy Act.”

Revision: “A one-click view of any crash shall provide an individual-level view of the particular crash, along with up-to-date crash attributes.”

2. Strike Business Requirement B9.4, as the 24/7 on-call requirement is contradicted in SLA-5.

B9.4: “The vendor shall offer on-call 24/7 software maintenance for the life of the contract, ensuring system compatibility, data security, and software updates that incorporate the latest federal, state, and local ADA standards, data, and cybersecurity requirements.”

NOTE: ALL CHANGES TO PROPOSAL SOLICITATION NOTED IN ADDENDUMS WILL SUPERSEDE PREVIOUSLY SUBMITTED

DOCUMENTS AND MUST BE SUBMITTED WITH THE PROPOSAL. ALL OTHER SPECIFICATIONS REMAIN UNCHANGED AND

VALID.
