About this file
This is Addendum #4 to a UVC Air Purification procurement issued by Royal Oak Schools with engineering support from Strategic Energy Solutions, Inc. The addendum modifies the original procurement documents dated June 3, 2021 and addresses clarifications to HVAC air cleaning devices specifications in Section 23 4000. The project involves the installation of UVC air purification systems, with in-duct fixtures and upper air devices utilizing Philips TUV PL-L germicidal lamps. Bids are based on quantities, lengths, and intensity specifications indicated in Appendix B. The bid due date is Monday, June 21, 2021 at 11:00 AM local time. Prospective bidders may schedule building visits by contacting Michelle Kerns at michelle.kerns@royaloakschools.org or (248) 921-3929; visits without prior appointment are not permitted. Bidders must acknowledge receipt of this addendum in the bid form to avoid disqualification.
The addendum provides technical clarifications regarding ballast housing requirements, fixture placement in HVAC equipment adjacent to cooling coil sections, and lamp specifications. Ballasts must be suitable for mounting in HVAC equipment and may utilize rubber-sealed potted electronic ballasts designed for UV fixtures in moist HVAC environments when mounted internally in fixtures. The specifications clarify that Section 23 4000 Part 2.03C applies only to HVAC equipment coil cleaning applications and in-duct fixture installations. Prospective bidders should reference the complete specification section 23 4000 and Appendix B for detailed requirements and bid parameters.

CLARIFICATIONS TO THE PROJECT MANUAL - SPECIFICATIONS:
3.01 SECTION 23 4000-HVAC AIR CLEANING DEVICES
Q: Per 2.03 A.6, ballasts must be in a NEMA housing. Our fixtures use only rubber-sealed "potted" electronic ballasts designed for UV fixtures installed in moist HVAC environments.
They are mounted internally in the UV fixtures and don't need separate NEMA box protection.
A: Provide ballasts suitable for mounting in HVAC equipment adjacent to the cooling coil section in accordance with spec section 23 4000 part 2.03A.6.
Q: 2.03 C. Is this strictly for in-duct fixtures?
A: Spec section 23 4000 part 2.03C only applies to HVAC equipment coil cleaning applications as indicated in spec section 23 4000 part 2.03A.4.
Q: The upper air devices in the spec use the same Philips TUV PL-L lamps. We will propose the same Philips UVC lamps for in-duct use.
A: The new UVC lamps in existing HVAC equipment shall meet the requirements of spec section 23 4000 part 2.03C.
Q: Do you have any additional info? ie, coil sizes of each unit and possibly even dimensions we can base the bid off of?
A: Bids shall be based on quantities, lengths and intensity indicated in Appendix B.
Q: 2.03 C. If a modification is required at all, I propose to keep your numbers but replace the proprietary "Green Tube" terminology with "Germicidal lamp."
A: Refer to spec section 23 4000 part 2.03A.1 which defines the terminology.
