About this file

This addendum to a project specification file pertains to the Royal Oak Schools' UVC Air Purification project and provides detailed technical requirements for ultraviolet-C (UVC) air cleaning devices and HVAC system enhancements across multiple school buildings. The project involves the installation of UVC air purification systems in nine school facilities: Adams, Keller, Northwood, Oakland, Oakridge, Upton, Royal Oak Middle School, Royal Oak High School, and Churchill, with additional installations at MTC. The bid due date, revised in Addendum #2, is Monday, June 21, 2021 at 11:00 AM local time. Prospective bidders must contact Michelle Kerns at michelle.kerns@royaloakschools.org or (248) 921-3929 to schedule required building visits, as unscheduled visits are prohibited. The project specification details two categories of UVC installations: wall-mounted units for upper air room disinfection and applied units for existing HVAC equipment coil cleaning, with specific equipment schedules and performance requirements documented for each school location.

The specification establishes comprehensive technical requirements for UVC equipment, including approval of specific manufacturers such as American Ultraviolet Company, Sailon-GUVC, CureUV, UV Resources, and Steril-Aire, Inc. All UVC units must be warranted for a minimum of one year from installation, with ballasts warranted for five years. Equipment specifications require high-output UVC lamps containing 8 milligrams of mercury, capable of producing minimum 11.7 microwatts/cm² per linear inch of lamp arc length, with wall-mounted units delivering a minimum of 600 cubic feet per minute airflow and sound levels not exceeding 62 decibels at one meter. Applied units must achieve a minimum airstream irradiance of 5000 microwatts/cm² dosage rate at 45 degrees Fahrenheit airflow velocity of 500 feet per minute to ensure minimum 4-log reduction of airstream pathogens. The specification includes requirements for safety interlocks on HVAC equipment access doors, airflow switches to disable UV lights when fans are not running, warning placards, surge-protected extension cords, and factory-trained technician support for installation and final inspection.

· The key to risk mitigation in the era of airborne SARS-CoV-2 is to decontaminate and disinfect the air in the room as quickly as possible.

· Standard commercial HVAC systems replenish the air in an average 15’ x 15’ x 7.5’ room 2-4 times per hour when running full time in the summer. The air is not disinfected but it at least goes through a single layer of öltration.

· The GermAwayUV Centurion decontaminates, ölters, and disinfects the air in the same sized room 21+ times per hour or once every 2 minutes and 48 seconds year-round.
