Addendum 4 to Landfill Gas Flare Station Construction Project

This is an addendum to the Request for Bid issued by the San Bernardino County Solid Waste Management Division for the Landfill Gas Flare Station at the Mid-Valley Sanitary Landfill in Rialto, California. The project involves the design, fabrication, installation, and commissioning of a complete landfill gas flare station including two enclosed low NOx ground flares, two gas handling skids, two combustion air blowers, two compressor systems, condensate management systems, structural work, piping, electrical systems, and control systems. The original bid due date of December 9, 2025, has been extended to December 16, 2025, at 10:00 a.m. The bid schedule includes 88 line items covering demolition, site preparation, equipment installation, structural construction, mechanical and electrical work, with pricing on a lump sum or unit price basis. The project requires the contractor to supply all materials, equipment, and labor for complete construction and installation as detailed in the specifications and drawings.

Pricing, Scope, and Project Requirements

Bidders are required to acknowledge receipt of Addendum 4 and submit revised bid schedules numbered 22-1R1 through 22-4R1, with bids not submitted on the revised schedule deemed non-responsive. Electronic bid bonds are not accepted; hard copy bid bonds are required per Instructions to Bidders. The project specifications reference extensive technical requirements including independent testing and special inspections compliant with California Building Code and California Electrical Code, with the contractor responsible for all quality control services. Key project clarifications address equipment delivery coordination through Vu Nguyen at 840-587-2582, clarification that all existing flare station equipment must be disposed of except concrete pads, confirmation that the existing flare station must remain operational until the new system is commissioned, and provision of unloading and assembly instructions for all vendor-supplied equipment. The contractor must complete demolition and removal of the existing flare station within 60 days of new flare startup and successful source testing, with the county retaining discretion to salvage certain equipment. A detailed bid schedule outlines estimated quantities for items including mobilization, clearing and grubbing, site improvements, piping installations of various materials and sizes, equipment installation and anchoring, structural work, electrical systems, permits, and system startup and testing.

II. PROJECT PLANS AND SPECIFICATIONS

1. Delete and Replace Section C1 in its entirety of the Technical Specifications with Section C1 contained within Attachment 3.

2. Delete and replace in its entirety Bid Schedule supplied in the bid documents with the Revised Bid Schedule (numbered 22-1R1 thru 22-4R1) in Attachment 4. Bids not submitted on Revised Bid Schedule will be deemed Non-Responsive.

III. PROJECT QUESTIONS AND ANSWERS

1. Will the County accept an electronic bid bond instead of a hard copy?

No, refer to Section IV. Bid Deposit (Bid Bond) of Instructions to Bidders (Yellow Pages).

2. Who would be our contact for scheduling equipment delivery?

Please contact Vu Nguyen, SWMD Project Engineer @ 840-587-2582 or vu.nguyen@dpw.sbcounty.gov

3. For Bid Line Item 12, would the County clarify what will and won’t be salvaged so we can provide an accurate estimate?

Contractor is to assume all equipment and materials in the existing flare station will need to be disposed of, except for the concrete pads/slabs. Please note that the County may elect to keep certain equipment and remove from the existing Flare Station prior to Contractor completing this demolition and disposal work per Line Item 12.

4. The bid proposal checklist and assembly sheets, item 3 on page 3, indicates if we are submitting our bid thru ePro, we should include in our submission the fully executed bid proposal on Yellow Page 6. Does the County mean we should submit the entire Yellow section, which starts on Yellow page 6?

Bidders must submit the pink sheets and yellow sheets, page 3 through page 37, in addition to any additional required documents.

5. Bid line item 77, please clarify what is expected to be completed by the contractor?

Supply all material, equipment, and labor to assist with permitting and provide any special inspections as required by the County (including any Special Inspections for Concrete curing and testing).

6. Field Piping:

a. Bid Line Item 15 has (1) LF in qty. is this accurate?

Quantity should be “LS” or Lump Sum. However, please note that Line Item 15 does include the approximate quantity of piping required (80 LF) in the “Description of Work” column. See revised Bid Schedule, Attachment 4.

b. Bid Line items 16 & 18 have LS unit rates, is this accurate?

Yes, line Items are lump sum packages that includes all the piping, fittings, reducers, and appurtenances required. Each of the line items lists the approximate length of pipe required in LF for estimating purposes in the “Description of Work” column.

7. The flow diagram, d-601, indicate that the existing flare station needs to remain in service until the new flare is fully commissioned. However, the piping drawings do not provide previsions to allow for both the new and existing piping to be in service simultaneously, as the Flow Diagram does.

The existing flare will need to remain in service until the new flare is fully commissioned. A flow diagram is attached Drawing G-003, C-502 and D-601 (Revisions are clouded) Attachment 2. In addition see attached revised Technical Specification Section C01029, Attachment 3.

8. We request installation manuals for all the Owner supplied equipment.

Please find attached the unloading and assembly instructions provided by PEI.

9. Based on the job walk I get the impression that the Owner??s Vendor would be responsible for commissioning their equipment. The specs indicate that we are responsible for commissioning, but if the Owner commissions their supplied equipment our involvement would be limited. Please Clarify.

The County, Design Engineer, CQA, and Flare Equipment Supplier (PEI) will be present during system start-up and testing. During this period, if any components require replacement, repair, adjustment, or similar work, the general contractor and its subcontractors (mechanical/electrical) shall be available to provide assistance, including equipment and labor.

10. What are the weights for the GHS-1 & 2 skids Are Flares #1 & @2 being shipped in one piece, what are the weights? For CAB 401 &402 what are the weights being shipped?

Please find attached the top assemblies of the skids and flares along with the overall layout provided by PEI which includes the weights.

11. Where will the dirt from the pad excavation be taken?

The excavated material will be transported to the bottom of Unit 4, where landfill operations are currently occurring. Contractor shall coordinate with Construction Manager and Landfill Operator.

12. Please confirm the SOV units for bid items 15, 44, 45, and 47.

Quantity is “LS” or “Lump Sum” since each line items contains piping, fittings, reducers, and appurtenances. Please note each line item has the approximate length of piping required in the “Description of Work” column for estimating purposes. No additional compensation, outside of this budgeted line item, will be provided for the referenced piping, fittings, reducers and appurtenances.

13. Are there more ground wells to be installed than the two called out on the plans on sheet E-101 Per Detail 4/E-501?

No, only these two ground wells are required.

14. Please confirm that the contractor is required to provide independent inspection and testing services as specified in Section C01650, Part 1.01(F).

Yes, the contractor is responsible for providing independent inspections and testing services in accordance with CBC and CEC provisions, including any Special Inspections required by the County.

15. Could SWMD please provide the top-of-footing elevations for the two steps in the 12" CMU wing wall located north of the East Wall profile?

As seen on Sheet C-202, the lower top-of-footing elevation before the steps is 1589.00 and the upper top-of-footing elevation after the steps is 1591.00. Assuming a standard riser height of approximately 8 inches, the top-of-footing elevations for the two steps should be 1589.66 and 1590.33, respectively.

16. Is there a plan to simultaneously keep the old flare system running while performing start-up and testing on the new flare system?

Please see question 7 above.

17. Page 11, Section XVII in the Instruction to Bidders references a schedule to be submitted by the Contractor. Is this schedule to be submitted at bid or once the job is awarded?

The schedule is to be provided once the Contract is awarded and once the Notice to Proceed is issued.

If you have any questions, please Pete Ligorria at (909) 386-8701 or you may contact me at

(909) 386-9017.

UNLOADING AND ASSEMBLY INSTRUCTIONS

Please carefully review the packing list upon arrival and notify us of any discrepancies. We request that a signed packing list is returned to us within 48 hours of equipment arrival. If no issues are noted within this time frame we deem that all items are satisfactorily received and accounted for.

The Gas Handling System and Flare are shipped separately along with the interconnection piping and other small components. Upon arrival at the jobsite, a crane or other lifting device will be required to unload and place the unit.

Approximate weights for major equipment:

Gas Handling System 1 (GHS1): 40,000 – 45,000 lbs Gas Handling System (GHS2): 17,000 – 20, 000 lbs Enclosed Flare (FLR1): 62,000 – 65,000 lbs Enclosed Flare (FLR2): 26,000 – 30,000 lbs Combustion Air Blower (FLR-BLR-401): 11,200 – 12,000 lbs Combustion Air Blower (FLR-BLR-402): 2500 – 3000 lbs

Gas Handling System (GHS1 and GHS2) Four lifting points are provided on the skid framework to facilitate unloading of the Gas Handling System (GHS). Lifting from any other points on the system may cause damage to the system.

Spreader bars should be used when lifting to keep from damaging any components, piping, or instrumentation on the GHS. The GHS should be slowly lifted and set on the prepared concrete foundation pad. The GHS mounting feet should be anchored with appropriate, site designed anchor bolts and leveled using shims or grouting. The skid should be level to within 1/8” from foot to foot.

Enclosed Flare (FLR1 and FLR2) The Flare is shipped in a horizontal position. The two lifting points on the top of the flare and two of the flare feet are used when lifting the flare off the shipping trailer. REMOVE THE

PLYWOOD COVER FROM THE TOP OF THE FLARE BEFORE LIFTING TO THE VERTICAL

POSITION. Lift the flare to a vertical position using appropriate lifting equipment connected to the same two lifting points on the top of the flare. The flare should be slowly lifted and set on the prepared concrete foundation pad. The flare mounting feet should be anchored with appropriate, site designed anchor bolts and leveled using shims or grouting. The Burner Head will be packaged for shipment. This package will need to be removed as well.

Smaller components that ship loose from the flare and GHS can now be installed. These include, but are not limited to:

Flame arrester, flex, valves UV Scanner Pilot tile Interconnecting piping Control Panel Sun/Rain Shield

Flame arresters, flexes, and valves will need to be connected to flare as shown in PEI drawings.

Valves should be installed with the actuators in a horizontal orientation.

Pilot tiles will need to be placed in the pilot. Also, the igniter plug should be installed after the pilot tile has been placed into the pilot with the igniter opening facing the igniter port.

The landfill gas piping connections and electrical connections can now be made. In addition, the condensate drain must be connected to a proper condensate collection system. The GHS and Flare should also be properly grounded.

This is a simple overview of the installation requirements of our equipment and does not include other requirements of the installer to provide a complete installation as required in the specifications.
