About this file
This document is Addendum #3 for an Invitation to Bid (ITB #25-151-G) issued by the Eugene Water & Electric Board (EWEB) for Metal Clad Switchgear for Jessen and Willow Creek Substations. The addendum extends the last day for EWEB to receive questions from proposers to September 16, 2025, and the day for posting addenda to September 18, 2025. The bid closing date and time remain unchanged at September 24, 2025, at 2:00 PM. The addendum addresses a specific technical question regarding current transformers (CTs), clarifying that 12 total CTs are required - two sets on both the incoming source side and bus side of the circuit breakers.
The addendum highlights a key technical specification for the switchgear, specifically for Unit B (Transformer Secondary Main Power Circuit Breaker Unit), which includes a metal-clad stationary unit with a power circuit breaker rated at 2,000 amperes continuous current. The current transformers are specified as multi-ratio, 2,000:5 amperes with a maximum ratio, five tap, and meter accuracy class of 0.3B0.5, C400, with six CTs on each terminal. EWEB encourages bidders to specify if they can provide lower-rated CTs or if single-ratio CTs must be used in certain locations, demonstrating flexibility in meeting the technical requirements while maintaining the desired functionality.

ADDENDUM # 3

ITB # 25-151-G
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
REVISION TO BID SCHEDULE IN SECTION 1.16
The last day for EWEB to receive questions from Proposers is extended to SEPTEMBER 16, 2025
(from August 26, 2025).
The day for EWEB to post addenda on bid site is extended to SEPTEMBER 18, 2025 (from August 28, 2025.)
QUESTION & ANSWER
1. The specifications call for SIX C400 CT’s per phase on circuit breakers, which is highly unusual and we wondered if this is a typo. Specification specifically reads:
EWEB Response: The requested CT count is correct at 12 total CTs; two sets on both the incoming source side of the breaker and two sets on the bus side. This quantity of CTs is desired so EWEB may separate equipment connected to the CT secondary circuits. As opposed to reducing the quantity of CTs from the intended amount, bidders are encouraged to specify if they can provide lower rated CT (such as C200) and meet the required quantity or if single ratio CTs must be used in certain locations.
