About this file

This is Addendum No. 3 to a competitive sealed bid solicitation issued by Bristol Community College for the Window Replacement project at the Seigel Health Technologies Building located at 777 Elsbree Street in Fall River, Massachusetts (Project No. M-01-27). The addendum, posted on September 28, 2026, modifies specifications and drawings related to window and storefront replacement work, including aluminum-framed entrances, storefronts, roller window shades, roofing membrane repairs, and hazardous materials abatement. The scope encompasses removal and replacement of existing windows and doors, some with asbestos-containing glazing compounds and presumed PCB-containing materials, installation of new aluminum windows and storefronts, installation of new roller window shades, and repairs to existing modified bituminous membrane roofing. Key modifications clarify that contractors must furnish and install CMU for new knee walls while the Owner furnishes CMU for spot replacement; establish that all aluminum windows and storefronts scheduled for removal are presumed to contain both asbestos and PCBs; specify that window shade mounting must be to concrete beams rather than window frames; and require contractors to submit their own phasing plan working one elevation at a time while ensuring each opening is secured against weather and vandalism within the same workday. The building remains fully occupied during construction, including a daycare facility operating 7:30 a.m. to 4:00 p.m. Monday through Friday year-round except for local public school holidays.

The addendum includes revised specification sections for table of contents, existing hazardous materials information, SBS modified bituminous membrane roofing, aluminum-framed entrances and storefronts, and roller window shades, along with updated demolition and renovation drawings. A Limited Asbestos Determination Survey dated March 19, 2026, identified four asbestos-containing materials including white caulk (15% chrysotile), window glaze (5-20% chrysotile), and gray caulk, all in good condition. Bidders are required to acknowledge receipt of Addendum No. 3 on their bid forms and enter the addendum number in the specified space on the Form for General Bid and Form for Sub-Bid. The addendum addresses seventeen request for information items covering specifications, drawings, and clarifications regarding material responsibilities, warranty requirements, field testing protocols, building identification, door scope, electrical work responsibilities, and window shade applications. The contract requires insurance, performance and payment bonds, compliance with wage rate requirements, and equal employment opportunity certifications; specific pricing terms, set-asides, and funding sources are not detailed in this addendum document.

PROJECT SUMMARY

On March 10, 2026, per your request, MAC Services (MAC) conducted a limited Asbestos Determination

Survey focused on all building materials, from both the interior and exterior side, associated with all windows. The sampling was specific to Building C and D on the Bristol Community College campus located at 777 Elsbree Street in Fall River, MA.

The survey focused on all suspected homogenous building materials including but not limited to caulking and window glaze. In total, there were Twenty-two, (22), samples obtained representing

Eleven, (11), suspect building materials. Four, (4), suspect building materials were determined to be asbestos containing. The asbestos containing materials are listed in Table 2. All sampled materials suspected of containing asbestos are listed in Table 1.

Before any renovation activity affecting the listed asbestos containing materials commences, the asbestos containing material identified must be removed by a Licensed MA Asbestos Contractor and the work area cleared by a MA Licensed Project Monitor and PCM Laboratory. If during the renovation process any suspect looking materials not listed in this report are uncovered from layers below the surface of floors, walls and ceilings by demolition personnel, they must stop all activity around the uncovered material until it is determined if that suspect material is asbestos.

SECTION I

Section one of this report details the survey methodology and scope of investigation.

A. SCOPE OF WORK

The space specified for Asbestos Containing Building Material (ACBM) determination was inspected by a Massachusetts Licensed Inspector, Joseph Cooney (AI 000187) who physically touched material, collected bulk samples, assessed the physical condition of the materials suspected of being asbestos containing, and completed the field survey forms. The inspector is experienced and has conducted previous asbestos surveys, specifications, asbestos air sample analysis, and monitoring as well as reporting of asbestos repair and removal projects. Standardized forms were used to gather data, including chain of custody records to accompany samples to the laboratory.

Samples were collected adhering to AHERA regulations and guidelines which dictates that multiple samples per suspect material must be obtained depending on the material type and existing homogenous quantity, with each separate homogenous area of material sampled. Materials are broken down into three separate categories described as follows:

Surfacing Material (SM): is defined as material that is sprayed on, troweled on, or otherwise permanently applied to surfaces, such as acoustical plaster on ceilings, and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing, or other purposes.

Thermal System Insulation (TSI): are materials applied to pipes, fittings, boilers, breaching, tanks, ducts, or interior structural components to prevent heat loss or water condensation, or for other purposes.

Miscellaneous Material (MM): are interior and exterior building material on structural components, structural members or fixtures, such as floor and ceiling tiles, and vinyl sheeting and does not include surfacing material or thermal systems insulation.

Some definitions of terms are as follows:

A homogeneous material is a surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture.

A friable material is one which, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure.

Non-friable materials typically contain bonding agents (e.g., cement, plastics, asphalt, and glue) that lock the asbestos fibers into the product. The inspector identified all visible flooring material that could potentially contain asbestos.

ACBM is an Asbestos Containing Building Material

AHERA stands for Asbestos Hazard Emergency Response Act

B. SAMPLING SURVEY

MAC has developed standard procedures to be used in order to randomly sample each material suspected of being asbestos containing. In order to classify any homogeneous material as a non-asbestos containing building material, a sufficient number of samples are collected and analyzed. All samples analyzed must show the lack of asbestos content (less than one percent asbestos) in order to be considered non-asbestos containing. If a material has trace amounts of asbestos (less than 1%) the material is not considered

‘Asbestos Containing’ and therefore, doesn’t have to be removed as asbestos containing, however, it must still be disposed of as asbestos containing.

Samples were taken and logged in on a chain of custody form and delivered to Asbestos Identification

Laboratory of Woburn, MA for analysis. The bulk samples were analyzed by polarized light microscopy

(PLM) (EPA Interim Method: Appendix A of Subpart F-40 CFR Part 763 and/or EPA 600/R-93/116).

Asbestos Identification Lab is licensed by the Commonwealth of Massachusetts (#AA 000208) for bulk asbestos analysis and is a NVLAP accredited laboratory.

CLASSIFICATION OF MATERIAL CONDITION

Where applicable, all identified asbestos containing material is classified as to physical condition as follows:

GOOD (G):

Asbestos containing building material in good condition at the time of the survey was whole and complete and typical of newer installation.

DAMAGED (D):

Asbestos containing building material in damaged condition at the time of the survey was generally complete but showed some signs of damage or deterioration. Material is classified as damaged when the damage or deterioration covers less than one tenth of the material's surface and is evenly distributed, or when it covers less than one quarter of the material's surface and is localized. This material typically needs attention but does not constitute emergency removal.

SIGNIFICANTLY DAMAGED (SD):

Asbestos containing building material is determined to be significantly damaged when at the time of the survey, the material was damaged or deteriorated, often with pieces missing. A material is classified as significantly damaged when the damage/deterioration covers more than one tenth of the material's surface and is evenly distributed, or when it covers more than one quarter of the material’s surface and is localized.

SECTION II

ANALYTICAL DATA

Twenty-two (22) samples of materials suspected to be asbestos containing were collected. Twenty-two

(22) were analyzed. Analytical Data is presented on the following pages. All materials suspected of containing asbestos and that were sampled, are identified in Table 1. There were Four (4) materials determined to be non-asbestos containing. Multiple samples of each suspect material are required per the

AHERA regulations.

Table 1:

"Suspect Homogeneous Building Materials", lists all building materials related to the planned renovations / demolition, suspected of containing asbestos. Asbestos containing materials are divided into the three categories established by the U.S. Environmental Protection Agency under the Asbestos Hazard Emergency Response Act (AHERA): Thermal Systems Insulation (TSI)

Surfacing Material (SM), and Miscellaneous Material (MM). Each material is identified by the appropriate two-letter prefix. This table also lists the material description along with the location the sample was taken from. Samples are taken from random locations that represent the homogenous areas of the material.

Table 2:

"Asbestos Containing Building Materials", lists all asbestos containing materials found throughout the sampling area. Four, (4), materials sampled were determined to be asbestos containing. The Materials determined to be asbestos containing (ACM) are listed with each positive sample individually listed with field identification and lab identification numbers.

This table also shows the percentage of asbestos contained in the material, what type of asbestos and the general condition of the material as well as the estimated quantity of the material

(Quantity must be qualified by whoever is to abate the material). All materials with a content of

1% or greater are considered to be “Asbestos Containing” and must be handled according to all

MA Asbestos Regulations when removed.
