About this file
This addendum document, issued by the Commonwealth of Pennsylvania for the 2026 Armstrong County Asphalt procurement administered by PennDOT, emphasizes mandatory worker protection and investment certification requirements that bidders must comply with as part of their bid submission. The addendum references the BOP-2201 Worker's Protection and Investment Certification Form, which all bidders are required to complete and submit with their solicitation response. The certification language underscores Pennsylvania's commitment to ensuring safe and healthy work environments for all workers and establishes that contractors and grantees must certify compliance with multiple state labor and workforce safety laws.
Bidders must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen specifically enumerated state labor and workforce safety statutes, including the Construction Workplace Misclassification Act, Employment of Minors Child Labor Act, Minimum Wage Act, Prevailing Wage Act, Equal Pay Law, Employer to Pay Employment Medical Examination Fee Act, Seasonal Farm Labor Act, Wage Payment and Collection Law, Industrial Homework Law, Construction Industry Employee Verification Act, Act 102 regarding excessive overtime in healthcare, Apprenticeship and Training Act, and the Inspection of Employment Records Law. This addendum requirement derives from Executive Order 2021-06 and is mandatory for all contractors seeking to bid on this Commonwealth procurement.
