About this file

This Addendum #1 document addresses clarifications and corrections to PennDOT Armstrong County's 2026 asphalt procurement solicitation. The project involves a single crew performing full asphalt overlays on routes SR3007, SR3002, and SR4035, with a start date of May 4, 2026, and an anticipated completion date of early to mid-October 2026, representing approximately six months of work subject to weather and unforeseen variables. The primary correction addresses material specifications, clarifying that the Department requires 19mm asphalt rather than the previously listed 25mm specification for the three specified routes. Overlay work will be performed on the main routes, with only the source pickup routes receiving alternative treatment beyond full overlays.

Pricing for this procurement will remain fixed throughout the project duration with no asphalt index adjustment clause applied. The addendum confirms that no price escalation or de-escalation provisions based on market fluctuations will be implemented, ensuring cost certainty for both the contractor and the Department during the contract performance period.

1. We see the start date is 5/4/26, and you state 6 months. What do you have for the actual completion date?

a. The 6 months is a rough guess based on weather and unforeseen variables, but the goal is to be done by early to mid October

2. Is there an asphalt index for this solicitation?

a. No, the pricing on this particular purchase order will remain the same throughout the project.

3. The grid shows 25MM for SR3007, SR3002, and SR4035? Is this really 19MM?

a. Yes, that is correct- my mistake. The Department is in need of 19 mm asphalt not 25 mm. Chart is updated below to reflect

19mm rather than 25 mm. Sorry for the confusion!

4. How many crews will be preforming this work, and are they doing overlay, base repair or widening?

a. One crew will be doing full overlays on those routes. The only sections that are not full overlays are the source pickup routes.
