About this file
This document is a Proposers' Conference presentation for Request for Proposal (RFP) 5259947 issued by the California Department of General Services, Procurement Division (DGS-PD) for Temporary Healthcare Staffing Services (THSS). The RFP seeks qualified contractors to establish multi-year Master Service Agreements to provide temporary healthcare provider personnel across 10 statewide regions. The scope encompasses 25 healthcare groups with 45 temporary healthcare provider personnel classifications, including both required in-person services and optional telehealth services. Proposers must bid on at least one region and one complete healthcare group with all associated personnel classifications within that group. The proposers' conference was held on October 14, 2025, and questions regarding the RFP were due by October 21, 2025, at 5:00 PM Pacific Time. Proposals must be submitted electronically to MSASolicitations@DGS.ca.gov by November 13, 2025, at 5:00 PM PT. The contract term is five years with one two-year extension option available, for a potential total of seven years.
The MSA is a zero-dollar agreement at the state level, with actual expenditures occurring at the user agency level when agencies leverage the agreement through the Request for Offer process. Awards will be made to multiple responsive and responsible proposers by region and healthcare group. The MSA is mandatory for California state agencies and optional for local government agencies. Proposers must submit several required documents including the Agreement Cover Letter, Narrative Response (Attachment 3), Proposing Regions and Healthcare Groups form (Attachment 5), Customer References (Attachment 4), and a Cost Workbook (Attachment 2) containing hourly rates for temporary healthcare provider personnel and overhead costs. Pricing is firm fixed for the initial five-year term, with any rate adjustments requiring an executed amendment. DGS-PD intends to award multiple MSAs, making this a leveraged procurement agreement available to state and local agencies that expend public funds.
