About this file
This is Addendum #3 to a Request for Proposal issued by the City of St. Marys, Georgia for the New City Hall Roof Recoating Project. The project involves recoating the roof of the City Hall building located at 2603 CC Osborne Road, St. Marys, Georgia 31558. A non-mandatory site visit was made available on Wednesday, March 4, 2026, from 9:00 AM to 11:00 AM, with the final deadline for roof access set for Monday, March 23, 2026, at 7:30 PM. The addendum clarifies project scope details through responses to eight requested clarifications, including confirmation that the lower roofs are not included in the scope, that spray foam re-roofing is permitted for the Vestibule area, and that all horizontal seams require taping. The project site is documented with an accompanying site map and roof image.
The addendum specifies that all bids must include a Bid Bond with good and sufficient surety payable to the City of St. Marys in an amount not less than 5% of the total contract amount, submitted in a sealed envelope outside the sealed bid. The surety company must be authorized to transact business as a surety in Georgia and appear on the Treasury Department's current Circular 570 list. The existing roof consists of two layers of built-up roofing with an 11-year-old silicone coating; the City will not consider alternative TPO roof systems. A metal cap is required on the parapet wall of the re-roofed Vestibule area. All bid bonds require proper attestation by corporate officers, partners, or notaries with corporate seals.
