About this file
This is Addendum 3 to Invitation for Bid 26-004-HG issued by the City of Leesburg, Florida, for the Hall Circle Vault Box Project. The project requires installation of a new sewer collection vault box, construction of two new sanitary sewer manholes, and completion of all associated piping work totaling 20 linear feet of 12-inch and 24-inch PVC gravity sewer pipe in accordance with engineered drawings and specifications. A non-mandatory site visit is scheduled for December 22, 2025, at 1:00 PM. Bid questions must be submitted by December 30, 2025, at 11:00 AM, with electronic bid submissions due January 14, 2026, at 11:00 AM. A public bid opening will occur via Zoom immediately following the submission deadline. The contract is structured as a single service term with an anticipated project completion timeline of 180 calendar days from the Notice to Proceed, with no renewal options specified.
The estimated project value is $86,875.00 based on the Engineer's Cost Estimate from June 2023. Bidders must submit a bid guarantee of five percent of the total bid price and will be evaluated on factors including price, specification compliance, bidder capability, prior performance, warranty offerings, and delivery capability. The successful contractor must provide a performance and payment bond equal to 100 percent of the total bid amount and a maintenance bond of ten percent of the contract amount upon construction completion. Payment will be made at 95 percent of invoiced amounts upon work certification, with final payment contingent on evidence of paid labor, materials, and claims. The solicitation requires bidders to be Florida-licensed contractors with no specific set-asides or minority business requirements noted. Funding is subject to City appropriation.

DATE: December 31, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer
The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.
If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. Are there any minority requirements or goals for this project?
A1. No.
Q2. Are there any Davis Bacon Requirements?
A2. No.
Q3. Is there flow calculations available for bypassing?
A3. No, flow calculations specific to bypassing are not available at this location. However, the total influent flow to the plant over the past year averaged 0.83 MGD. The recorded maximum flow during that period was 3.07 MGD; this value may represent an anomalous or false reading and should not be considered representative without further verification. It should also be noted that additional flows enter the plant from other locations; however, it is estimated that approximately 50% to 75% of the total plant flow passes through this junction box.
