About this file

This is Addendum No. 3 to IFB 26-004-HG for the Hall Circle Vault Box Project issued by the City of Leesburg, Florida on December 31, 2025. The addendum addresses frequently asked questions submitted by interested bidders regarding the project, which involves installing a new sewer collection vault box, constructing two new manholes, and installing all associated piping in accordance with the City's engineered specifications and design plans. The City clarifies that bidders must acknowledge receipt of this addendum on their Proposal Bid Form, and any bid submission is considered an acknowledgment of receipt. The addendum notes that approximately 50 to 75 percent of the total plant flow passes through the junction box, with the facility averaging 0.83 million gallons per day over the past year and recording a maximum flow of 3.07 million gallons per day.

The addendum confirms that the project has no minority business requirements or goals and is not subject to Davis Bacon wage requirements. Flow calculations specific to bypassing operations are not available for the location, though the City provides historical influent flow data to inform bidders' planning and estimates. No pricing information, set-asides, incumbent contractors, award dates, or contract term details are specified in this addendum document.

Text version

DATE: December 31, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. Are there any minority requirements or goals for this project?

A1. No.

Q2. Are there any Davis Bacon Requirements?

A2. No.

Q3. Is there flow calculations available for bypassing?

A3. No, flow calculations specific to bypassing are not available at this location. However, the total influent flow to the plant over the past year averaged 0.83 MGD. The recorded maximum flow during that period was 3.07 MGD; this value may represent an anomalous or false reading and should not be considered representative without further verification. It should also be noted that additional flows enter the plant from other locations; however, it is estimated that approximately 50% to 75% of the total plant flow passes through this junction box.
