This is Addendum No. 3 to Request for Proposal 26-RFP-002-KP issued by the Florida Department of Commerce on behalf of the Florida Defense Support Commission for an Economic Impact Analysis of Florida's Military and Defense industry. The addendum, dated April 13, 2026, revises the Calendar of Events for the solicitation. Key dates include the solicitation issuance and publication on February 5, 2026; technical questions due by February 12, 2026, at 3:00 PM EST; posting of questions and answers by February 20, 2026; proposal submission deadline of February 27, 2026, at 2:30 PM EST at the Caldwell Building in Tallahassee, Florida; proposal opening at 3:00 PM EST on the same date; anticipated technical proposal evaluation beginning March 3, 2026; anticipated Notice of Intent to Award on April 20, 2026; and anticipated contract execution in May 2026. The contract term is twelve months from April 1, 2026, through March 31, 2027, with all deliverables due within six months of contract execution and potential renewal for one additional year at the state's discretion.
The solicitation employs a two-phase evaluation methodology assessing technical merit, past performance references, and cost proposals for a maximum of 250 points. Respondents must provide three past performance references for similar work completed over at least three continuous years and ensure all contractor personnel obtain Level One background checks from the Florida Department of Law Enforcement prior to assignment. The state does not specify set-aside designations or restrictions limiting eligible respondents; however, it encourages implementation of drug-free workplace programs and support for RESPECT and PRIDE initiatives. Contractors must maintain Workers' Compensation Insurance with minimum coverage of $100,000 per accident and $100,000 per person, comprehensive general liability coverage of $100,000 per occurrence with $500,000 aggregate, and Errors and Omissions Insurance. Payment shall be fixed-price within twenty days of invoice receipt, inspection, and approval of deliverables, with financial penalties of one percent deduction per business day for late or unsatisfactory completion.
