About this file

This is Addendum 3 to a Request for Quotes (RFQ) issued by the West Virginia Department of Environmental Protection (WVDEP) for the Powdermill Processing reclamation project in Wayne County, West Virginia, under permits S-5027-08 and U-5017-08. The project involves extensive land reclamation work including excavation and backfill of highwalls (totaling 136,468 cubic yards across multiple plan sheets), construction of multiple drainage ditches (Ditches 1-12), access road development, revegetation, sediment and erosion control, and surface regrading. A pre-bid conference was conducted on December 4, 2025, with this addendum providing responses to 32 questions submitted at that conference and via email. Key clarifications address material sourcing (excavated material will be reused for highwall backfill with lime and disc treatment), excavation quantities broken down by plan sheet area, limestone specifications for specific ditches, slope requirements, and work scope limitations. The addendum includes revised plan sheets and drawings reflecting adjustments made during preparation, corrected unit of measure for one line item, and sign-in sheets from the pre-bid conference.

The engineer's estimate for the entire project is $1,978,350.64. The work encompasses both land reclamation under permit S-5027-08 and water treatment activities under permit U-5017-08. The addendum specifies that vendors must acknowledge receipt of all addenda to avoid bid disqualification and submit an acknowledgement form with their bid. All quantities listed in WVOASIS (West Virginia's procurement system) take precedence over plan quantities to accommodate unforeseen field changes. The WVDEP will provide on-site inspection and verification of work completion, with the Regional Engineer making final decisions on construction issues. Contractors must submit a list of proposed subcontractors within one business day after the bid due date. The project includes provisions for maintenance of existing ditches and sumps, with costs included in Road Maintenance line items, and contractors are held responsible for any property damage caused during construction operations.

The appropriate mulch for use with the hydraulic application of seed, fertilizer, and lime shall consist of wood cellulose fiber and shall be processed in such a manner that the mulch will contain no growth or germination inhibiting factors and shall be dyed green. The mulch shall be manufactured in such a manner that:

a. After addition and agitation in slurry tanks with fertilizers, lime seeds, and water, the fibers in the material will become uniformly suspended to form a homogeneous slurry.

b. The material, when hydraulically sprayed on the ground, will form a blotter-like ground cover impregnated uniformly with seed and will allow rainfall to percolate to the underlying soil.

c. Wood cellulose shall only be used on areas that have been approved by the Engineer. The wood cellulose fiber shall be supplied in packages having a gross weight not to exceed 100 pounds. Weight Specifications of this material from suppliers, and for all applications, shall refer only to air-dry weight of the fiber material. Air-dry weight is based on the normal weight standard of the Technical Association of the Pulp and Paper Industry for Wood Cellulose and is considered equivalent to 10% moisture. Each package of the cellulose fiber shall be marked by the Manufacturer to show the air-dry weight content.

3. Water Water shall be reasonably free of injurious and other toxic substances harmful to plant life. The source of water is subject to the approval of the Engineer.

1.2 SITE PREPARATION

A. All revegetation activities shall be conducted immediately following

6-1 (6) completion of final grading so as to utilize the fine soil material as a seedbed before this material is lost via subsequent rainfall.

B. On sites where appropriate equipment can operate, the seedbed shall be prepared by breaking up surface crusts and loosening the soil material to a minimum of 3 inches. Disking, harrowing, culti-packing, or other acceptable tillage operations may be used to prepare the seedbed. On sites where appropriate equipment cannot operate, the seedbed shall be prepared by “tracking in” with a dozer with a minimum of 1 ½ inch grouser depth. The dozer shall track up and down the slopes, track to track with a minimum of 1 pass on all areas with the cleats parallel to the contour. Other scarifying methods require prior approval by the Engineer. Rocks larger than 6 inches in diameter, weeds, and other debris that will interfere with seeding or maintenance shall be removed or disposed of as directed and approved by the Engineer. Seedbed preparation shall be suspended when soil moisture conditions are not suitable for the preparation of a satisfactory seedbed as determined by Engineer.

C. Lawn areas or areas being mowed shall be hand raked. Rocks larger than 2 inches in diameter, trash, weeds, and other debris that will interfere with seeding or maintenance shall be removed or disposed of as directed and approved by the Engineer. After broadcasting or otherwise applying the seed mixture, the surface of the seedbed shall be raked, culti-packed, or very lightly brush dragged to insure seed contact with soil. Seedbed preparation shall be suspended when soil moisture conditions are not suitable for the preparation of a satisfactory seedbed as determined by Engineer.

D. Seedbed preparation and seeding shall take place progressively as various regraded areas are brought to final grade.

E. All seeding operations shall be performed immediately following seedbed preparation in such a manner that the seed is applied in the specified quantities uniformly on the designated areas.

F. Areas requiring Type III and IV Revegetation shall have surfaces smooth, free of all foreign and organic material, sharp objects, or debris of any kind.

Apply soil amendments as necessary to prepare seedbed. Apply seed, fertilizer and/or mulches in accordance with this Specification. The subgrade shall provide a firm, unyielding foundation with no sharp changes or abrupt breaks in grade. Prior to installation of Type III and Type IV Revegetation, the surface preparation must be approved by the Engineer.

1.3 TYPE I REVEGETATION

Type I Revegetation shall be performed on designated areas as depicted on the

Project Plans and shall conform to the seed mixtures given in this Specification.

6-1 (7)

2. Staples should be metal staples with dimensions of 6 inch x 1 inch x 6 inch.

D. On-Site Storage

1. The RECPs shall be stored in a manor to be protected from moisture until installation.

E. Method of Placement

1. The RECPs shall be unrolled parallel to the primary direction of flow.

The Installer shall ensure the product maintains intimate contact with the soil surface over the entirety of the installation. The RECPs shall not be stretched or allow material to bridge over surface inconsistencies.

2. Utilize one of the methods detailed below for initial anchoring of RECPs:

a. Staples - Install the RECPs 3 feet beyond the shoulder of the slope onto flat final grade. Secure roll end with a single row of staples on 1-foot centers.

b. Anchor Trench - Excavate a 6 inch by 6 inch anchor trench.

Extend the upslope terminal end of the RECPs 3 feet past the anchor trench. Use staples to fasten the product into the bottom of the anchor trench on 1-foot centers. Backfill the

6-1 (9) trench and compact the soil into the anchor trench. Apply seed and any necessary soil amendments to the compacted soil and cover with remaining 1 foot terminal end of the RECPs. Secure terminal end of RECPs with a single row of staples on 1-foot centers.

c. Check slot - Construct a staple check slot along the top edge of the RECPs by installing two rows of staggered staples 4 inches apart on 4-inch centers.

3. Utilize one of the methods detailed below for seaming of RECPs:

a. Adjacent seams - Overlap edges of adjacent RECPs by 6 inches or by abutting products as defined by Manufacturer.

Use a sufficient number of staples to prevent seam or abutted rolls from separating.

b. Consecutive rolls - Shingle and overlap consecutive rolls 6 inches in the direction of flow (i.e., Cover the downslope roll with the next upslope roll.).

c. Check seam - Construct a staple check seam along the top edge of RECPs for slope application and at specified intervals in a channel by installing two staggered rows of staples 4 inches apart on 4-inch center.

4. Utilize one of the methods detailed below for all terminal ends of RECPs:

a. Staples - Install the RECPs 3 feet beyond the end of the channel and secure end with a single row of staples on 1-foot centers. Staples for securing RECPs to the soil are typically 6 inches long. Use longer staples in sandy soils.

b. Anchor trench - Excavate a 6 inch by 6 inch anchor trench.

Extend the terminal end of the RECPs 3 feet past the anchor trench. Use staples to fasten the product into the bottom of the anchor trench on 1-foot centers. Backfill the trench and compact the soil into the anchor trench. Apply seed and any necessary soil amendments to the compacted soil and cover with remaining 1 foot terminal end of the RECPs. Secure terminal end of RECPs with a single row of staples on 1 foot centers.

c. Check slot - Construct a staple check slot along the terminal end of the RECPs by installing two rows of staggered staples, 4 inches apart on 4-inch centers.

5. CHANNEL INSTALLATION

Construct an anchor trench at the beginning of the channel across the entire channel width according to Sub-Section 1.5.E.2.b of this Specification. The Installer shall follow Manufacturer’s installation guidelines in constructing additional anchor trenches or staple check slots at intervals along the channel reach and at the terminal end of the channel. Unroll RECPs down the center of the channel in the primary water flow direction. Securely fasten all RECPs to the soil by

6-1 (10) installing staples at a minimum rate of 2 per square yard. Significantly higher anchor rates and longer staples may be necessary in sandy, loose, or wet soils and in severe applications. For consecutive rolls of RECPs follow seaming instructions detailed in Sub-Section 1.5.E.3 of this Specification. All terminal ends of the RECP shall be anchored using one of the methods detailed in Sub-Section 1.5.E.4 of this Specification. With any RECPs installation, ensure sufficient staples to resist uplift from hydraulics, wind, mowers, and foot traffic. For the most effective installation of RECPs, use staple patterns and densities as recommended by the Manufacturer.

F. Maintenance

1. During the initial period after installation inspect at least once a week or after every rain event. Basic monitoring should consist of visual inspections to determine RECPs integrity and attachment performance. Rill development beneath the RECPs or at edge lifting is evidence of inadequate attachment.

2. Until the vegetation is fully established, the ground surface should be inspected for signs of rill or gully erosion below the RECPs. Any signs of erosion, tearing of the matting, or areas where the RECPs is no longer anchored firmly to the ground should be repaired. Repair any damaged areas immediately by restoring soil to finished grade, re-applying soil amendments and seed, and replacing the RECPs.

Additional stapling and trenching can be employed to correct defects.

Recently placed RECPs may be replaced, but once vegetation becomes established, replacement is not a reasonable option unless large failures have…
