About this file

This is Addendum 3 to RFQ #1998-25 issued by the Housing Authority of the City of Hartford (HACH), Connecticut, which seeks proposals for a cloud-hosted Voice over Internet Protocol (VoIP) phone system. The solicitation requires vendors to provide configuration and migration of HACH's current VoIP system to a managed cloud solution, porting of existing phone numbers, unlimited local and long-distance calling, E-911 registration and ongoing services, and comprehensive hosting, maintenance, and support. The system must support 85 extensions and 59 currently active phone numbers, with provision for future expansion. The procurement requires three conference phones and supports both physical desk phones and some softphone client access for users. The original RFP was issued on September 24, 2025, with responses due by November 6, 2025, at 2:00 p.m. The target go-live date for implementation is May 2026. Proposals should be submitted to both bids@hartfordhousing.org and kcotharin@hartfordhousing.org.

The addendum clarifies that cost-plus-percentage-of-cost pricing is prohibited in accordance with 24 CFR 85.36(f)(4). HACH prefers to rent hardware with vendor provision of upgrades and replacements for damaged or malfunctioning equipment rather than purchase outright. The Authority specifies no preference regarding handset brands and currently operates Cisco PoE switches and SonicWALL firewalls. HACH requires migration of call recordings, call logs, voicemail, and contacts and mandates a 99.99 percent service level agreement with credits for underperformance. The Authority is tax-exempt and does not require automatic call recording but expects 30-day retention for recorded calls stored on-site. Department-specific reporting and analytics are required, and compliance must meet HIPAA and HUD standards. Vendors may propose infrastructure upgrades if necessary for performance or quality-of-service improvements, including potential SD-WAN solutions for network resiliency.

To All Prospective Respondents:

The purpose of this addendum is to provide answers to questions raised by a potential respondents.

Question 1 can you provide details about your existing LAN PoE switches make and model as well as what edge firewalls are in place at each site.

Answer 1: Switch: Cisco Firewall: SonicWALL

Question 1: The RFQ states “cost plus pricing is absolutely prohibited.” Could you clarify the Authority’s definition of cost plus pricing.

Answer 1: In accordance with 24 CFR 85.36(f)(4), the use of the following types of contracts is prohibited:

Cost-plus-percentage-of-cost. This type of contract is prohibited because it obligates the PHA to pay all costs incurred throughout the contract, plus a commission based on the percentage of future costs. In this type of pricing arrangement, the contractor’s profit increases in proportion to its costs incurred in the performance of the contract. The contractor has a clear incentive to increase costs Question 2. Could you provide more detail on the expectations for PSTN services?
