About this file
Summary
This is Addendum 1 to RFQ 1998-25 issued by the Housing Authority of the City of Hartford (HACH), Connecticut, for a Cloud Hosted VoIP Phone System. The addendum provides clarifications and responses to questions submitted by prospective vendors regarding the scope of work. The project requires migration of HACH's current VoIP system to a managed cloud-hosted solution with ongoing support services. Key specifications include 85 extensions, 109 Direct Inward Dials (DIDs), and 74 current physical devices comprising Digium D70 (20 units), Digium D50 (25 units), Digium D40 (10 units), and Polycom IP-6000 conference phones (3 units). The original RFP was issued on September 24, 2025, with responses due on Thursday, October 23, 2025, at 2:00 p.m. The last date for submitting questions is October 16, 2025, at 2:00 p.m. The contract term is for five years with annual pricing requested.
The current VoIP service provider is CCI, and email services are hosted on Microsoft 365. The Housing Authority requires call recording for all users, conference phone support with reuse of existing equipment if possible, and ad-hoc recording capabilities rather than full-time recording. Ongoing managed services must include secure cloud hosting with 99.99% service level availability, redundancy, remote and onsite technical support, system monitoring, scheduled patches and security updates, extension-to-extension dialing across all sites, historical data retention of at least 30 days, and monthly or quarterly reporting on uptime and call quality metrics. The Authority prohibits cost-plus pricing and requires unlimited local and long-distance calling plans covering US, Canada, and Puerto Rico, with all E-911 registration services included. Training should be provided via live-instructor web-based instruction rather than onsite.
