About this file

This is an Addendum 2 to a Request for Bids issued by Walworth County, Wisconsin for vehicle graphics services for the Sheriff's Office. The project involves providing design and installation of graphics on three vehicles: a 2018 Ford Police Interceptor (Explorer), a 2019 Chevrolet Tahoe Special Service Vehicle, and a Ford Expedition XL Special Service vehicle. The bid deadline is 1:00 p.m. on January 29, 2018. The addendum addresses vendor questions regarding project requirements, including mandatory on-site meetings that must be attended by a representative from the awarded vendor's company rather than a third-party subcontractor. The Sheriff maintains sole discretion over all artwork specifications, including font selection, color scheme, and design elements, though the specific font requirements are subject to departmental approval.

Subcontracting is permitted under section 9.3 of the bid documents but requires written approval from Walworth County prior to engagement. Approval factors include the subcontractor's previous work history and references, years of experience, proximity to the project location, and on-site availability. Design services are included in the bid price. The memorandum was issued by Nick Cramer, Purchasing Manager, on January 12, 2018, and distributed to all vendors on the bid list to ensure equitable access to clarifying information regarding project scope and requirements.

Request for Bid Vehicle Graphics for the Walworth County Sheriff’s Office Deadline of 1:00 p.m., January 29, 2018

1. Question:

On Addendum #1, I noticed on Question #2: Do we need to come over there for meetings? Answer: YES there are onsite meetings regarding squads. Do we physically need to have a direct contact from the company available to attend any meetings that come up regarding this bid or would we be able to have a subcontractor represent us at any of these meetings?

Answer:

We would expect the vendor receiving the bid to have a representative from their company attend on site meetings, not a third party.

2. Question:

I see that sub-contracting is allowed for this bid as mentioned in section 9.3. It also stated that the contractor will need written approval before using a sub-contractor. I presume that is something that would need to be done after the bid is won. Am I correct in that assumption? What factors are take into play prior to given approval?

Answer:

Factors would include previous work/references provided, years of experience, how close or far is the subcontractor, availability here on site, etc.

3. Question:

In the section outlining the work that needs to be done the vehicles needing graphics are listed as Ford Utility Police Interceptor, Ford Expedition XL Special Service or Chevrolet Tahoe Special Service. What are the specific year, make and model of each vehicle?

Answer:

2018 Ford Police Interceptor (Explorer) 2019 Chevy Tahoe Special Service Vehicle (police)

4. Question:

In regards to the artwork itself, I see that design will also need to be included in the price. For words, such as “SHERIFF”, is a particular font that is required or is that up to the discretion of the bid winner to be approved by the department?

Answer:

The specific font and color scheme, etc are up to the Sheriff. He has sole discretion on all artwork on his police vehicles, without exception.
